The City of Saint Charles Human Resources Department is seeking a dedicated and service-oriented Human Resources Assistant Director to join our team. This role offers the opportunity to support a dynamic, high-profile municipal organization by contributing to a variety of key HR functions. The Human Resources Department plays a vital role in creating and implementing strategic initiatives that support City employees and foster a positive workplace culture. The purpose of this position is to assist in planning, developing, and administering personnel functions; perform complex personnel tasks and communicate personnel policies, processes, and procedures to elected officials, employees, and applicants.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Assist the Director in analysis of needs and strategy development, and monitoring department procedures and regulations for compliance with ordinances, laws, regulations, and Merit System requirements.
Composes complex/technical reports, correspondences, and other documents in response to personnel issues, inquires and/or complaints.
Performs and supervises special project initiatives.
Assists the Director in researching, developing, and preparing reports, positions statements, draft policies/procedures for the Mayor, City Council, Director of Administration, Merit System Commission, Equal Employment Opportunity Commission, Missouri Human Rights Commission, etc.
Provides technical assistance, direction and instruction to other department personnel.
Reviews completed work. Coordinates and assigns employee work. Assists the Director in resolving employee conflict/problems.
Assists the Director preparing and administering department budget. Reviews current and anticipated expenses, draft budget projections, coordinates data entry. Prepares draft budget, recommended changes, documents projections, and submits for approval. Reviews invoices and monthly budget sheets. Authorizes payments, verifies in line item balances.
Assist the Director in preparing pay recommendations and reports. Prepares or assists with preparation of annual, budgetary responses, salary conversion, and projects related to implementing annual budget conversion.
Assist the Director in developing, implementing, and administering employee benefit programs and services. Drafts request proposals, contracts, and bid specifications. Assess bids, contracts, and make recommendations for bid acceptance.
Assists the Director to implement and administer services according to contracts, and resolve problems/complaints. Monitor Benefit Administration and make recommendations for changes.
Acts as Director in his/her absence.
Performs classification studies. Analyze job duties, responsibilities, and qualifications. Recommends classification actions. Develops and reviews class specifications for new classes and recommends pay grades. Advises management regarding Fair Labor Standard Act issues.
Conduct research and draft human resources policies, procedures, programs and systems for administrative review; ensure legal compliance with Federal and State Labor Laws.
Provide sound guidance regarding HR and employment law matters, obtain assistance from outside counsel when needed.
Provide staffing recommendations and work with department heads to develop staffing plans.
Reviews and responds to unemployment compensation claims.
Administer the benefits plans and programs.
Maintains knowledge of laws, regulations, and current personnel administration principles and practices as applied to city government.
Design and conduct special projects and studies or take a lead role in organizing and coordinating a team or staff in the preparation of special projects and studies as assigned.
Coordinate and participate in various training sessions, workshops, and classes for individual and employee groups.
Coordinate all facets of periodic employee activities, meetings communications, and recognition programs and events.
Perform other duties as assigned.
Minimum Training and Experience Required to Perform Essential Job Functions
Education:
Bachelor's Degree in Business Administration, Human Resources, Psychology or related field, Maters Degree preferred.
Certification:
Certification as a Professional in Human Resources (PHR), or Senior Professional in Human Resources (SPHR). Certification in compensation, benefits or a generalized human resources certification preferred.
Experience:
Minimum five years personnel management experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
Prior personnel management experience in the public sector, compensation and legal compliance preferred.
Physical Abilities Required to Perform Essential Job Functions
Ability to work under generally safe and comfortable conditions where exposure to environmental factors poses little risk of injury.
Some travel between locations is required.
Ability to communicate orally and in writing with City employees, Mayor, City Council, auditors, attorneys, consultants, vendor representatives, news media representatives, civic and business groups.
