DESCRIPTION:This accounting position assists the Fiscal Officer in directing the financial affairs of the Caldwell, Comal, and Hays Counties CSCD. Responsibilities include the examination and analysis of accounting records, financial statements and other financial reports to ensure accuracy, completeness and conformance to Texas State Statutes and procedural standards. This position requires mature judgment and exceptional analytical skills in identifying and resolving financial discrepancies. Strong interpersonal and communication skills, with the ability to present complex financial data to senior leadership and other stakeholders.

DUTIES INCLUDE BUT ARE NOT LIMITED TO:

Assist in planning, writing, organizing, and implementing fiscal policy, accounting procedures, and standards.

Conducts audits to assess the effectiveness of internal controls and the accuracy of records.

Assist in the development of methods for control of cash receipts and deposits.

Assist in writing and implementing investment policy as set forth in the Public Funds Investment Act as amended.

Assist in the reconciliation of all bank accounts of the department.

Assist in the timely and accurate preparation of all in-house and quarterly financial reports.

Assist in the preparation of a Statement of Financial Position at the close of each fiscal year or designated funding period.

Assist in the preparation of invoices for prompt payment, reconciling accounts, researching vendor inquiries, and check processing. Responsibilities also include the preparation of weekly accounts payable reports and the maintenance of proper vendor documentation, including sales and 1099s.

Assists in the preparation of the departments biennium budget and subsequent budget adjustments.

Review, audit, and reconcile the fixed asset accounts of the department.

Employment Requirements: A bachelors degree from an accredited college or university in Accounting, Business Administration, Finance, or related field. Minimum three (3) years of progressive professional experience in accounting, including leadership or supervisory roles. Knowledge of Texas Statutes related to county finances. Proficient in accounting software, such as QuickBooks or similar platforms. Experience in the field of criminal justice is preferred.
