Job Description:
GDIT is searching for a Program Execution Director to join our Centers for Medicare and Medicaid Services (CMS) Payer Lifecyle Mission Support (PLMS) team! GDIT's Program Execution Director is responsible for executing GDIT's strategic imperatives with a specific focus on the Health Insurance Marketplaces, Medicaid Unwinding, and the No Surprise Act at CMS.
The Program Execution Director will propel our existing programs forward with visionary leadership for our CMS clients, offering thought leadership, reasonable counsel, and operational discipline on our existing programs. Our Program Execution Director will help with GDIT's account management for CMS with a specific focus on relationship management and service delivery. They will provide cross-domain and cross-disciplinary expertise in ensuring the organization is strategic in future enterprise application and system thought for our CMS's Center for Consumer Information and Insurance Oversight (CCIIO) customers and stakeholders. They will assist program leadership with assessing our technical performance and applying industry best practices in system planning, implementation, and innovation. This is a remote position and work visa sponsorship will not be provided.
Responsibilities
Manages client relationships and may act as a program or project manager for a collection of programs if and as needed.
Reviews and provides input to cost and schedule forecasts and tracking technical performance.
Executes fast-tracked special project teams, provides leadership, and ensures that objectives are achieved for our clients.
Jumps in when necessary to help diagnose larger system issues and work with project managers to confidently complete projects on time.
Supports account growth strategy, including defining objectives, augmenting business development and capture efforts, and participates in proposal related activities.
Assists in project portfolio reviews and collaborates with Program Director(s) to plan and continually improve projects, infuse innovations, and deliver long term sustainable success for GDIT's clients, program teams and CMS account.
Acquires resources and coordinates the efforts of multiple teams and third-party contractors or consultants to deliver projects according to plan.
Works with other business units to understand long-term system vision and create the technical implementation strategy to ensure scalability and long-term organization growth.
Helps clarify requirements and proposes solutions that meet business milestones as well as directing the technical implementations.
Leads technical solution strategy throughout the Capture, Proposal and Proto@type lifecycle.
Engages current and prospective customers to understand critical needs, socialize and vet solutions, and advise on strategies to shape acquisitions that achieve desired results.
Identifies and selects the best technical solutions and approaches to meet anticipated or actual acquisition requirements.
Develops unsolicited technical recommendations, collateral to engage prospective customers and position GDIT to win.
Collaborates with GDIT technical service areas and lines of business to identify and bring the best technical and business strategies and solutions to differentiate GDIT.
Contributes to teaming strategies, including identifying and vetting potential partners.
Reviews proposals and provide critical feedback needed to strengthen our solution and proposals.
Manages direct reports, including project managers, capture, and administrative personnel, including creation and presentation of performance appraisals, performance improvement plans, and mentors direct reports and at times matrixed resources.
REQUIREMENTS:
Master's Degree and 10+ years of relevant experience
10+ years of experince with the Centers for Medicare & Medicaid Services (CMS), including 5+ years of Affordable Care Act (ACA) program policy experince
Extensive experince with CMS' Center for Consumer Information and Insurance Oversight (CCIIO) environment, customers and building appropriate solutions for this customer.
Direct working experince with CMS' CCIIO Consumer Support Group (CSG), Independent Dispute Resolution (IDR) and Federally Facilitated Marketplace (FFM).
Experience continuously striving for excellence in adapting new technologies, decision making and exceeding expectations.
Experience with Agile/Waterfall management approaches, industry-best practice patterns, modern data storage techniques.
Candidate must be able to obtain Public Trust clearance.
Candidate must have lived in the United States at least three (3) out of the last five (5) years.
DESIRED SKILLS & EXPERIENCE:
Experience leading and managing diverse and geographically dispersed teams.
Excellent communication skills with the ability to interpret and manage expectations of customers and stakeholders while providing high quality service.
Ability to manage time effectively, to work under time pressure, to meet schedules and deadlines, to multi-task, to plan, organize and prioritize work assignments and pay close attention to detail.
Proficient with JIRA and Confluence.

The likely salary range for this position is $204,000 - $276,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
