Summary This position is with the Office of Information Technology (OIT), Division of Data Management & Analytics (DDMA). The purpose of this position it to direct the DDMA program of information technology (I/T) specialist work that serves as a software developer and application engineer. Supervisory Responsibilities Supervise a team of federal information technology specialists who analyze, plan, design, document, manage and deliver enterprise-wide reporting and analytic solutions. Data Gathering and Data Analysis Map data requirements to and from data interfaces to enterprise data stores to support physical data architecture. Conduct requirement analysis, define specifications, translate and architects' functional requirements into technical and programming specifications in support of enterprise reporting and business intelligence/business analytics (BI/BA) project initiatives, both independently and as a team member. Assess and conduct impact analysis of changes to enterprise reporting solutions, data exchange, data/database change and report and recommendation strategy to support change. Contract Management Assist with management on one or more major multimillion-dollar information technology contracts which provide software development, operations and maintenance services in support of the Division Data of Management and Analytics (DDMA) and the delivery of associated applications for Indian Health Service (IHS). Develop, design and implement enterprise Business Intelligence, reports analytics solutions in adherence to the Office of Information Technology (OIT) policies, procedures and standards. Regulatory Control and Compliance Analysis Review and evaluate technological trends in software application development in support of current or future unit reporting requirements. Formulate and recommend approaches for incorporating new approaches and state-of-the-art information technology processes into DDMA/National Patient Information Reporting System (NPIRS) Enterprise Data Management ecosystem. Coordinate development teams and groups to develop enterprise reporting deployment strategies and training plans. MINIMUM QUALIFICATIONS GS-14: One (1) year of specialized experience equivalent to at least the GS-13 grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following @type of work and/or tasks: Develop software that enables data ingestion, data validation, data migration and data persistence leveraging native Structured Query Language/Transact-Structured Query Language (SQL/T-SQL). Develop simple to complex processes to interrogate and analyze a variety of data sources, such as Health Level Seven (HL7) files, flat files, database structures leveraging Extract Transform Load/Extract Load Transform (ETL/ELT) processes and complex custom SQL codes. Develop KornShell scripts as needed to satisfy data interfaces; and manage database systems such as SQL Server, MySQL, Database 2 (DB2), and Oracle. Utilize a variety of programming languages (i.e., SQL Server, SQL Server Reporting Services (SSRS), SQL Server Integration Services (SSIS), PostgreSQL, etc.) to ingest, manipulate, or persist data in support of the total lifecycle of a data centric solution. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
