This position will manage the Mineral Operations and Engineering Section including the administration of lease agreements and planning for orderly exploration and development of state-owned resources covering iron ore, taconite, metallic and industrial minerals. To provide technical direction to the state's efforts to develop mineral resources by defining projects and/or cooperating with private industry efforts to develop new products or make current products more competitive in world markets.
Responsibilities include:
Manage the Mineral Operation and Engineering Section and assure efficient operations within established program goals and objectives.
Manage and supervise the Hibbing Lands & Minerals facilities.
Provide the technical expertise and administrative support for the development and mining of state-owed/administered mineral resources assuring an appropriate rate of return consistent with Department policy and statutory and constitutional mandates.
Provide for the inspection of mining operations on state-owned mineral lands and review mining data to assure compliance with mineral leases or agreements, including the determination and collection of the appropriate rents, royalties or other payments.
Supervise evaluations of mineral properties in areas where resources have been identified. Determine whether potential for new or resumed mining (including stockpiled materials) exists that could generate additional revenue.
Identify opportunities for mineral development through application of scientific, engineering and business skills so the state receives the maximum benefit from its resources.
Provide assistance to the Director and Minerals Assistant Director, in developing long and short-range plans to provide for sound management and wise use of state mineral resources.
This position has a flexible work arrangement and may be eligible to telework on a part-time basis which is subject to change. If approved, the employee would be required to complete a telework agreement.
Minimum Qualifications
Bachelor's degree in engineering or geology.
Three (3) years of managerial, advanced supervisory or advanced program management and planning experience related to mining that includes state, regional and project level planning and supervision.
Licensed professional engineer in the state of Minnesota, or ability to become licensed within twelve (12) months.
Experienced managing large, complex operations and projects applying modern management principles and practices that include: risk, fiscal, workload, and office management; quality improvement; employee involvement; team building; problem identification and resolution; and strategic planning in an effective and efficient manner.
Experience developing and managing budgets and revenue forecasts.
Knowledge of mining engineering, mineral processing, metallurgy, economics, and real property law.
Ability to review and determine precise computations sufficient to verify royalty revenues.
Ability to understand lease terminology and requirements for compliance.
Oral and written communication skills sufficient to communicate technical and non-technical information clearly, concisely, and effectively.
Ability to set long term and short-term goals and objectives that equitably empower all employees, stakeholders, and the public.
Preferred Qualifications
Advanced degree (Masters or PhD) in engineering, geology, or business.
Currently licensed in Minnesota as a Professional Engineer in a Mining, Mineral Processing or a Geology related discipline.
Considerable knowledge of the mineral industry sectors in the state, and the feasibility of developing specific mineral deposits.
Considerable knowledge of current research activities related to ferrous and non-ferrous, and metallic mineral resources in Minnesota.
Ability to analyze natural resource data and determine mineral resource and reserve estimates.
Additional Requirements
This position requires an unrestricted Class D Driver's license with a clear driving record.
