Position Title:
Project and Change Management Manager
Job Description:
Reporting to the Deputy Chief Information Officer Operations, incumbent leads the Information Management Services (IMS) Project Management Office (PMO) and directly supervises enterprise Information Technology Project Managers and Change Managers. The Manager is responsible for establishing and maintaining consistent project and change management practices, developing staff, and providing oversight of the City's portfolio of technology projects. The Manager works closely with IMS leadership, City departments, project sponsors, and other stakeholders to prioritize work, assign project and change management resources, identify and mitigate barriers, and support successful implementation and adoption of technology projects. The position provides leadership for project governance, portfolio management, organizational change management, project reporting, and continuous improvement of PMO practices.
POSITION SALARY RANGE
$109,409 - $189,349

TYPICAL DUTIES
Leads and supervises Information Technology Project Managers and Change Managers within the IMS Project Management Office, providing direction, coaching, performance management, workload management, and professional development.
Oversees the PMO project portfolio, including project intake, prioritization, resource assignments, staff capacity, project status, risks, dependencies, and overall portfolio health.
Establishes and continuously improves project management and organizational change management standards, methodologies, processes, tools, templates, and expectations.
Provides oversight and guidance to Project Managers and Change Managers to support effective and consistent project delivery, organizational readiness, stakeholder engagement, communications, training, and adoption.
Identifies projects requiring leadership attention and works with PMO staff, project sponsors, IMS leadership, and department leadership to resolve barriers, address risks, and support timely decision-making.
Advises IMS and City leadership on project and change management practices, portfolio priorities and capacity, organizational impacts, resource needs, risks, and significant project issues.
Oversees portfolio reporting and ensures leadership has accurate and timely information on project performance, schedules, risks, barriers, resource capacity, and organizational readiness.
Establishes and promotes effective project governance, including clear sponsorship, roles and responsibilities, decision-making structures, escalation paths, stakeholder engagement, and communication expectations.
Ensures PMO activities are coordinated with applicable City processes and requirements, including technology governance, procurement, cybersecurity, data privacy, records retention, and budgeting.
Develops short- and long-term PMO strategies, builds strong relationships across City departments, and uses lessons learned and professional best practices to continuously improve project and change management practices.
Performs other related duties as assigned.
MINIMUM QUALIFICATIONS:
Graduation from an accredited four-year college or university with a bachelor's degree in Business Administration, Public Administration, Finance, information technology, or other closely related field and at least five years of related experience in an environment of similar size and scope. An equivalent combination of education and experience may be substituted on a year-for-year basis.
Demonstrable proficiency in business process analysis, technology roadmap creation, organizational change management, requirements definition and cross-functional coordination.
Demonstrable ability to act as an expert and consultant to executive-level managers and decision makers.
DESIRED QUALIFICATIONS:
Professional certification in project management or organizational change management, such as Project Management Professional (PMP), Certified ScrumMaster (CSM), Prosci Change Management certification, or comparable certification.
Experience leading or managing a Project Management Office (PMO), including supervising Project Managers and/or Change Managers responsible for multiple concurrent enterprise or technology initiatives.
Experience developing and implementing project and change management standards, methodologies, governance processes, and tools, including portfolio management, project prioritization, capacity planning, resource allocation, and reporting.
Experience supporting large-scale technology implementations and working with related organizational requirements, including technology procurement, cybersecurity, data privacy, technology governance, and significant business process or organizational change.
Strong facilitation, coaching, conflict-resolution, analytical, communication, and stakeholder-management skills, with experience communicating complex information to leadership and working in a municipal or other government setting.
WORKING CONDITIONS:

Regular exposure to stressful situations as a result of human behavior and the demands of the position.
Frequent stressful situations imposed by inflexible deadlines and customer requirements. Frequent weekend work and evening work is required as well as 24/7 support on certain systems.
