The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Logistics Readiness Squadron Distribution Section. Responsibilities Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long term priorities and prepares schedules for completion of work. Plans, organizes and oversees the activities of the Distribution Section. Develop goals and objectives that integrate organization and Distribution Section objectives. Represents the Distribution Section with a variety of installation and functional area organizations. Establishes, develops and maintains effective working relationships with unit supervisors, logistic manages and outside agency logistic representatives. Plans and directs cargo movement and personnel ground movement traffic management functions for the installation. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Transportation Specialist Series 2101, Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: EDUCATION: Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR GENERAL EXPERIENCE: Experience that provided a general knowledge and under-standing of traffic or transportation programs or operations. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EDUCATION: 4-year course of study leading to a bachelor's degree OR GENERAL EXPERIENCE: For positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. OR COMBINATION: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of vehicle operations and cargo movement regulations, guidelines, principles, and procedures. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Knowledge of developing, implementing, and adhering to and operating budget. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
