Role Overview:
The Indiana Child Support Bureau is seeking an experienced and strategic Senior Manager to lead our Field Consultant team. Reporting directly to the Department Director of Communications, this leader will oversee the staff responsible for maintaining strong communication channels and productive working relationships with County Prosecutors and County Clerks - critical partners in the Indiana Title IV-D Program.
Key outcomes for this role are:
Lead, guide, and develop a statewide team of Field Consultants responsible for direct engagement with county partners.- Maintain and strengthen collaborative relationships with County Prosecutors, County Clerks, and DCS offices regarding child support issues.
Serve as regional supportive advisors by providing guidance on child support policies, practices, and program expectations.
Conduct county visits; deliver new worker training and refresher training for Prosecutor and Clerk staff; review policies and procedures; and assist with county-level questions.
Provide training and guidance related to ISETS, UIFSA, intrastate cases, and child support policy.
Monitor county performance as it relates to state program goals and Federal Performance Measures, and coordinate county self-assessment reviews.
Support the Security Team by assisting with IRS Safeguard county inspections and IV-D County Recertification training.
Serve as subject matter experts (SMEs) for CSB and ISETS projects, contributing to requirements sessions, project meetings, and implementation activities.
Present outreach material to partner agencies and assist the Federal Initiative Liaison with statewide outreach efforts.
Exercise sound judgment in making decisions affecting the statewide IV-D Program, maintaining a strategic, big-picture perspective.
Delegate and escalate issues as necessary to ensure timely resolution and program alignment.
Represent the Indiana IV-D Program at major conferences, meetings, and stakeholder events.
Salary:
The salary for this position traditionally starts at $67,314.00 but may be commensurate with education and work experience. Use our Compensation Calculator to view the total compensation package.

Responsibilities include:
Establish, monitor, and implement long-range objectives and specifying the strategies, KPIs, and actions to achieve them.
Analyze operations to evaluate performance of the specific program or its staff in meeting objectives or to determine areas of potential cost reduction, program improvement, or policy change.
Interpret and explain in-depth and complex policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals.
Develop and implement corrective action plans to solve organizational or departmental problems.
Prepare and present reports for approval, including those for funding or implementation of services to executive leadership.
Develop and oversee program financial or budget activities to fund operations, maximize investments, or increase efficiency.
Develop and monitor program requirements to ensure it meets federal and state policies and grants compliance.
Develop and supervise training of employees and consultants on program requirements and usage.
Develop, coordinator, and deliver communication plans and communications.
Preside over, or serve on, boards of directors, management committees, or other governing boards.
Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
The ideal candidate in this role should minimally have:
Experience with Title IV-D is required.
Demonstrated experience in team leadership, preferably in a government, human services, or legal environment.
Strong working knowledge of child support program operations.
Ability to think strategically, manage complex issues, and make high-impact decisions.
Exceptional communication and relationship-building skills.
Experience representing programs or organizations at professional conferences or public forums.
Proven ability to manage multiple priorities, delegate effectively, and navigate complex stakeholder environments.
Commitment to advancing program goals and maintaining positive statewide partnerships.
Ability to perform essential functions with or without reasonable accommodation.
A degree is not required. However, at least 10 + years of experience applying the outlined knowledge, skills, and abilities in a similar role may be considered. Completion of relevant education degree(s) may substitute for equivalent years of experience.
Supervisory Responsibilities/Direct Reports:
This role may serve as a team lead for an assigned work group.
