Summary About the Position: This position is with the US Army Corps of Engineers, Institute for Water Resources (IWR), Hydrologic Engineering Center. This position will be filled on a permanent basis. Position is being filled at the GS-07, GS-09, GS-11, GS-12 or target GS-13 grade level. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Direct Hire Authority, 5 U.S.C. 9905 to recruit and appoint qualified candidates to positions in the competitive service. Responsibilities Develops, tests, and maintains Army-wide hydrologic engineering software applications for the analysis and simulation of hydrologic systems. Provides expert technical consultation and guidance to software development teams on hydrologic software design principles and best practices. Develops system requirements for computer programs, considering architecture, feasibility, interoperability, and Army Enterprise Strategy. Serves as a computer science consultant on USACE planning groups, advising on software development, simulation, modeling, and technology. Prepares and presents briefings on software requirements, designs, testing procedures, and results to obtain necessary approvals. Basic Requirement for Computer Scientist: Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Experience required for the GS-07 level: One year of specialized experience equivalent to at least the GS-05 grade level in the Federal service which includes: 1. Writing computer programs or software code for scientific, engineering, or technical use. 2. Reviewing basic software or computer system requirements. 3. Applying computer programming languages or software development principles. Experience required for the GS-09 level: One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes: 1. Developing computer programs or software applications for scientific, engineering, or technical use. 2. Reviewing software or computer system requirements. 3. Applying computer programming languages, software design principles, or software development methods. Experience required for the GS-11 level: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes: 1. Developing software applications for scientific, engineering, or technical use. 2. Analyzing software or computer system requirements. 3. Applying computer programming principles, software design concepts, or software development practices. Experience required for the GS-12 level: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes: 1. Developing software applications used for engineering, scientific, or technical purposes. 2. Analyzing computer system requirements involving software architecture, interfaces, interoperability, or integration. 3. Providing technical guidance on computer programming, software design, or software development practices. Experience required for the GS-13 level: One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes: 1. Developing software applications used for engineering analysis or simulation. 2. Analyzing computer system requirements involving software architecture, interfaces, interoperability, or integration. 3. Advising software development teams on computer science principles, programming technologies, or software design.
