To serve as a Capability Forecaster within the Air Terminal Operations Center (ATOC), operating 24 hours a day, 7 days a week, entails receiving and disseminating essential information from both internal and external sources to ensure the successful execution of missions regarding the movement of cargo and passengers through the Defense Transportation System. Responsibilities Plans airlift requirements. Responsible for planning 89 Airlift Wing Special Airlift Missions (SAM), aeromedical, contingency, exercise, and channel airlift for DOD based on aerial port backlog and user needs. Maintains timely communication on traffic requirements between Belgian Foreign Military Sales, Headquarters Air Mobility Command (HQ AMC), Office of Military Commissions (OMC), Presidential Airlift Group (PAG), Tanker Airlift Control Center (TACC), United States Secret Service (USSS), United States Southern Command USSOUTHCOM), United States Transportation Command (USTRANSCOM), White House Communications Agency (WHCA), and other relevant entities. Forecasts movement of various @types of cargo and passengers. Reviews and evaluates taskings and Air Movement Table. Ensures all changes, additions, or corrections are properly coordinated, prioritized, and disseminated. Reviews port levels of on-hand cargo, actual airlift capability by aircraft @type and destination, and unusual cargo lift requirements due to outsized weight or cube of cargo, movement of explosives, perishables, biologicals, and other special handling cargo. Coordinates all airlift movement activities and plans airlift mission requirements for cargo and passenger movement, including special assignment airlift, special operations, contingency, aeromedical, and training missions. Obtains port and country clearance for explosives, hazardous cargo, and Foreign Military Sales (FMS) shipments. Scrutinizes and validates air eligibility of all shippers' declarations and transportation paperwork. Maintains, transfers, and files transportation documents, reporting data to aerial port sections and port management. Requirements Conditions of Employment Qualifications Conditions of employment continued: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes; This experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Comprehensive knowledge of policies and principles of transportation rules, procedures, and operations is required to perform a wide variety of complex assignments and/or identify, analyze, and resolve transportation issues. Broad knowledge of operations and policies of the organization's program activities, like contract administration and coordinate transportation plans and programs. The use of thorough knowledge of agency policies and procedures to plan transportation services or interpret transportation guidelines. Understanding carrier practices and operations of air cargo/passenger terminal processes and movement priorities, as well as established air transportation rules, policy, precedence, principles, and procedures. Participates with system and program management in the development of transportation support requirements and provides policy guidance to ensure that the transportation capability established for each system is effective. OR EDUCATION: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, and an area of major study is in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. NOTE: You must submit a copy of transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of procedures and compatibility requirements for handling hazardous and explosive cargo. 2. Knowledge of air cargo and passenger terminal processes, including prioritization of movements. This expertise is vital for efficient resource allocation and capability forecasting. 3. Knowledge of various aircraft configurations and apply relevant air transportation regulations effectively. 4. Skills in coordinating routine issues with other base agencies, civilian contractors, and federal entities. 5. Skills in using various computer systems, including the Cargo Movement Operations System (CMOS), GATES, and Microsoft Office Suite. 6. Ability to communicate clearly and effectively with a diverse range of individuals, both within the organization and externally PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
