Summary You will serve as a HUMAN RESOURCES SPECIALIST in the Human Resources Office (HRO) of NAVAL WAR COLLEGE. Responsibilities You will manage and oversee the faculty hiring process for Title 10 hiring, providing expert-level guidance to Deans, Department Chairs, and senior leadership on recruitment strategy, hiring authorities, and workforce planning. You will advise on a variety of staffing matters, documentation, and incentives essential to the promotion and maintenance of an effective workforce. You will advise on recruitment methods: identify best recruitment sources to staff organizations; and assist selecting officials and hiring panels in providing requisite material and guidance in the hiring/interviewing/selection development. You will advise on incentives available to attract highly qualified candidates to fill positions including recruitment, retention, relocation bonuses; pay setting; and leave accrual credit. You will serve as a lead classification specialist for Title 10 faculty positions, providing authoritative advice on position structure, classification criteria, and organizational alignment. Writes position descriptions for faculty positions. You will interpret and applies OPM classification standards, DoD/DON guidance, and Title 10 statutory requirements to develop defensible classification decisions. You will write comprehensive Factor Evaluation System (FES) statements that articulate the rationale for classification determinations. Advises employees/management position management policies and procedures, and the classification process. Requirements Conditions of Employment Qualifications For GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting and applying Federal HR laws, regulations, and policies to resolve complex or precedent setting issues; 2) Providing authoritative HR advisory and operational support across multiple HR functional areas; 3) Independently managing complex recruitment and staffing actions, including advising senior leaders on hiring authorities, merit system principles, qualification determinations, and selection procedures; and 4) Performing position classification and position management work including providing consultative HR guidance to managers, employees, and leadership. For GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
