Summary The incumbent in this position will serve as the Medical Center liaison and advisor on contract related services within the Supply Chain Management Service at the William S. Middleton Memorial Veterans Hospital focusing on critical clinical and healthcare services product acquisition and support services required by project managers, program managers, upper management and stakeholders on all aspects of procurement for a wide variety of items to include specialized services. Responsibilities Duties and responsibilities include, but are not limited to the following: Develops procedures, policies, and supporting artifacts to ensure procurement activities are consistent with Federal Acquisition Regulations (FAR), VA Acquisitions Regulations (VAAR) and other federal procurement laws and regulations. Coordinates with Network Contracting Activity, VA leadership, Contracting Officers Representative, logistics staff, clinical service customers, and other stakeholders to develop and execute acquisition strategies. Conducts analyses and recommends courses of actions to address considerations such as constructions, budgeting, supporting manpower and other factors. Establishes, expedites, and reviews consolidation of all procurement packages. Develops performance work statements and objectives, cost benefit analysis, gap analysis, sole source justifications, past performance, quality assurance surveillance plans, market research, independent government estimates, evaluation criteria, options, funding, delivery schedules, lead times, and reporting requirements. Reviews procurement documents for accuracy, adequacy. Develops and implements processes and procedures as changes are made to the VHA Procurement Manual. Develops and conducts presentations/ recommendations to VA HCS senior leadership as well as other internal and external stakeholders. Develops and analyzes local and regional reports. Directs facility-wide procurements in support of the three to five year strategic acquisition plan. Negotiates performance requirements among multiple sites and service lines in order to obtain agreement, standardize enterprise equipment, supply, and/or service requirements in support of facility strategic acquisition plans. Leads the development of facility performance work statements and objectives, cost benefit analysis, gap analysis, sole source justifications, past performance, quality assurance surveillance plans, market research, independent government estimates, evaluation criteria, options, funding, delivery schedules, lead times, and reporting requirements. Manages all tactical/ operational responsibilities from procure to pay pertaining to the designated contracts. Resolves problems occurring in the administration of contracts. Monitors the procurement process from pre-award to final delivery of requirements. Advises on all phases of negotiation with the contract specialist/ contracting officer for contract modifications, change orders, supplemental agreements, and delivery order processes. Coordinates with legal counsel to resolve unique situations that may impact procurement actions. Troubleshoots various setbacks or delays; keeps abreast of procurement status, and takes necessary actions to correct problems. Reviews audits to determine if changes are required for facility to ensure compliance with the terms of contracts. Recommends contract termination and need to exercise option years of the contract base don contract performance monitors, funds availability, and the need for the continuation of the services being rendered.
