Summary You will serve as a Contract Specialist in the Branch 252, Code 0252 of OFFICE OF NAVAL RESEARCH. Responsibilities You will serve as the Senior Contracting Officer responsible for the planning, negotiation, placement, and administration of research and development contract acquisition, other transaction and assistance actions You will provide guidance and counsel to technical Department Heads and program officers on matters such as impact of new acquisitions laws/regulations, proper use of assistance instruments and conformance requirements for special programs. You will be responsible for determining the proper instrument for meeting program objectives. You will draft internal instructions and point papers on emerging issues. You will be responsible for preparation of all pre-award documentation. You will coordinate with the senior Acquisition Department to ensure proper representation of ONR perspectives. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13 equivalent) or pay band in the federal service or equivalent experience in the private or public sector in order to perform the duties of a Contract Specialized. Specialized experience must include some or all of the following: 1) Performing advanced cost analysis on complicated pricing schemes utilizing multiple vendors for R&D proposals received under a Long Range BAA; 2) Negotiating extensive terms and conditions (including cost and price) based on the pre-negotiation objective and award execution after obtaining required reviews and approvals; 3) Demonstrating extensive experience and knowledge with FAR Part 35, Research and Development Contracting; 4) Awarding other transaction agreements for proto@types; and 5) Demonstrating skill in using job-relevant information systems and/or software applications, such as word processing, spreadsheets, automated research tools, database applications, Gemini Enterprise and the Internet.
