This position provides professional expertise in the development, implementation, coordination, and administration of Minnesota Department of Veterans Affairs (MDVA) state grant programs that support Minnesota Veterans and their families. Under limited supervision, the position is responsible for managing comprehensive and technical grant programs and ensuring their effective, efficient, and compliant administration.

The position supports the development of program goals, objectives, policies, and procedures; administers grant programs and related activities; provides training and technical assistance to internal and external grantees; monitors grantee performance and compliance; and coordinates grant activities across programs and stakeholders.

This position also provides expertise in the design, documentation, implementation, and management of grant delivery systems. Responsibilities include ensuring compliance with applicable state and federal laws, rules, policies, and grant requirements; assessing and monitoring financial assistance activities; evaluating grant program effectiveness; and identifying opportunities to improve program operations, accountability, and outcomes.

The position works collaboratively with internal staff, grantees, partner organizations, and other stakeholders to ensure grant resources are administered consistently, responsibly, and in alignment with MDVA goals and the needs of Minnesota Veterans and their families.

Minimum Qualifications

Three (3) years experience demonstrating the following:

Grants and contract coordination, such as the support of writing and negotiating contracts or grants.

Evaluate, monitor, and audit grants and contracts to ensure compliance with state and federal laws and applicable policies.

Communication skills, including the ability to convey complex information in understandable terms to MDVA stakeholders (Grantees/MDVA Staff/Public).

AND

Skill in Microsoft programs such as Word, Excel, SharePoint, and Teams.

Knowledge of general accepted accounting principles sufficient to analyze financial statements, audits, forecasts, budgets, and demographics.

Preferred Qualifications

Experience recommending new or revised budget initiatives, policies, rules, standards, or standard operating procedures.

Demonstrated fiscal management expertise, including contract administration, developing, and monitoring budgets and fiscal reporting.

Experience with creating and providing training to grant recipients.
