Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Riley, KS. Responsibilities Serves as a Regional Network Enterprise Center (RNEC) Director at Fort Riley for the 7th Signal Command (Theater) with a span of responsibility that encompasses five installation Network Enterprise Centers. The RNEC Director provides leadership in C4 Information Management and Information Technology (C4IM/IT) that involves implementing and supporting theater and enterprise initiatives, projects, and programs. Acts as advocate for the region's NECs, Senior Commanders, and Supported Commands with the Signal Brigade and 7th Signal Command (Theater) on baseline services provided throughout the region. Identifies requirements, organizes, and distributes authorized personnel resources. Identifies and develops the requirements plan for the region's C4IM IT services and support. Provides executive leadership, guidance, and direction to ensure acquisition, development, and retention of a professional, highly capable workforce to accomplish assigned missions. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring. Army CES employees who are not granted return rights by their losing organization, and other Federal employees who apply for a term appointment, will be appointed/converted into a Cyber Term appointment with no return rights back to a permanent position. Term positions in CES may be extended up to a maximum of five years. This position may be converted to permanent without further competition after completion of three years of continuous service in this position.
