Summary This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. Responsibilities The primary purpose of this position is: To serve as shift supervisor for all flight line maintenance activities, enforcing schedules, and directing work priorities over various skilled mechanics. This is an Air Reserve Technician (ART) position. DUTIES: DUTY 1: Performs work planning responsibilities. The expediter is responsible for the quality, quantityandtimeliness of work performance, and therefore, must plan and prioritize availability of all resources, toincludepersonnel, equipment, materials, tools, facilities and aircraft. Based on flying schedules andavailability of essentialresources, the incumbent will have direct authority delegated by senior management personnel torealign prioritiesof all work that is planned or in progress in order to match flying schedules with preplanned aircrafttail numbers.Coordinates work priorities with support functions such as plans and scheduling, maintenanceoperations center(MOC), and munitions control. Effectively advises flight operations through the MOC of changes inoperationalstatus of aircraft appearing on the daily flying schedule. Monitors the work progress of personneldispatched toassigned aircraft, and tracks time of job starts and completions. Directs movement of resources tomeet scheduledemands. Coordinates necessary changes to established formal schedules with all agencies affectedby the changes. DUTY 2: Performs work direction responsibilities. Assigns work to individuals and provides technical direction and/or help in accomplishing difficult work steps and processes. Observes work in progress to anticipate and resolve problems, reassign personnel within group supervised, and coordinates work among workers and other supervisors to maintain work progress to meet schedules. Inspects completed work for quality and work order requirements. Reports possible or actual work delays to superiors. DUTY 3: Performs administration responsibilities. Advises employees of performance expectations and explains new work techniques, as required. Provides proper guidance and direction, continuous feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments and recommends performance ratings in accordance with regulations. Recommends appropriate recognition and corrective action, as needed, in performance management. Recommends the most suitable applicants for vacant positions. Explains classification determinations to subordinate employees. Recommends restructuring positions when necessary to achieve the most effective and economical utilization of personnel. Investigates grievances and complaints, resolving them informally where possible, and notifies supervisors of those of sufficient importance or seriousness. Recommends training based on needs assessment and mission requirements. Maintains work reports and records relating to section, e.g., progress, production, cost, personnel, equipment, materials, and time and attendance. Assists supervisors in planning overall leave schedule. Submits reports in accordance with reporting directives. Ensures safety equipment and protective clothing/gear are worn when mandated by regulations. Reserve Training: Administers the reserve training and associated programs for the shift ensuring consistent standards throughout the section for traditional reservists and ARTs. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C for WG-8800 Aircraft Overhaul Family. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-8800 Aircraft Overhaul Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is: the ability to lead or supervise as an Aircraft Overhaul Supervisor. This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. Must obtain and maintain SECRET security clearance. This is a testing designated position (TDP). The employee is subject to random drug testing. FUNCTIONAL REQUIREMENTS: Heavy lifting (45-79 pounds).
