Responsibilities Serves as the internal operational manager and senior technical expert of the Joint Exercises and Training Division, Joint Exercises and Training Directorate, for Headquarters, CONR-1 AF (AFNORTH & AFSPACE). The incumbent is responsible for translating the Commander's Training Guidance (CTG) into command-wide readiness by directing the integration and execution of all command-level training and exercise programs, to include the AFFOR Staff Training Plan (STP) and CCMD-directed exercises such as AMALGAM EAGLE and ZIRCON ANGEL. This work supports two Combatant Commands (USNORTHCOM and USSPACECOM) and NORAD. Duties: Plans, organizes, and directs the activities of Joint Exercises and Training Division, ensuring that the command's Joint exercises and AFFOR staff training programs comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Executive Management of the Joint Exercise Program. Serves as the command's senior authority and subject matter expert for the AFFOR STP. Strategic Partnerships, Communications, and Cross-Functional Leadership. Requirements Conditions of Employment Qualifications Conditions of Employment: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive Information, or involvement in Top Secret Special Access Programs (SAPs) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the Chairman of the Joint Chiefs of Staff Joint Exercise Program (JEP), Joint Training System (JTS), and Air Force Forces (AFFOR) staff training policies, combined with the skill to apply these methodologies and joint tools (e.g., JTT) to design, develop, and execute MAJCOM, multi-CCMD, and globally integrated Command Post and Field Training Exercises (CPX/FTX) that achieve approved training objectives. Knowledge of current military and national strategy, the National Response Framework (NRF), Joint plans, and associated strategic guidance. Knowledge of crisis response processes and command and control (C2) systems for exercise scenario development. Knowledge of Joint and Air Force command and control (C2) and operational concepts, with a particular emphasis on Homeland Defense Operations. Knowledge of operational and programmatic risk management principles to identify, assess, and mitigate challenges to mission accomplishment across multiple, concurrent exercise and training portfolios. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Ability to plan, organize, and direct the functions, and supervise, mentor, motivate, and appraise the staff of a diverse, multi-component, and bi-national workforce. Knowledge of crisis response processes and command and control (C2) systems for exercise scenario development. Knowledge of Joint and Air Force command and control (C2) and operational concepts, with a particular emphasis on Homeland Defense Operations. Ability to communicate, negotiate, and brief effectively at the executive level (General Officers, SES, and Foreign Allies) to justify requirements, secure buy-in for critical resource proposals, and maintain strong partnerships on complex and contentious operational matters. Ability to interpret and deconflict frequently conflicting guidance from multiple sources, transforming it into clear, concise, and easily understood directives, while analyzing multi-faceted situations to develop and implement approved courses of action. Knowledge of operational and programmatic risk management principles to identify, assess, and mitigate challenges to mission accomplishment across multiple, concurrent exercise and training portfolios. Ability to integrate and synchronize diverse resources, including personnel, funding, and contractor support, to achieve unified program objectives for a blended, multi-disciplinary division. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
