You will serve as the Executive Director under the Commander, Naval Air Forces (COMNAVAIRPAC).
Headquartered in San Diego, California, COMNAVAIRPAC is a three-star aviation @type commander (TYCOM) for the United States Navy naval aviation units assigned to the U.S. Pacific Fleet. It supports combatant commanders and Navy Component commanders by providing combat-ready naval aviation forces.

Duties
Help
You will serve as the principal advisor to the Commander, a Vice Admiral, on all policy and requirements related to Naval Aviation and the Naval Aviation Enterprise (NAE) on strategic goals and readiness.
You will ensure all organizational programs, plans and policies are systematically integrated into tasks assigned to COMNAVAIRPAC and Principle advisor to COMNAVAIRPAC regarding all Enterprise matters.
You will represent the Commander at senior executive decision-making forums hosted by U.S. Pacific Fleet, U.S. Fleet Forces Command, and Chief of Naval Operations/Vice Chief of Naval Operations.
You will serve as member of the Fleet Readiness Board (FRB), NAE Executive Committee (EXCOMM) and in the Commander's absence, represents COMNAVAIRPAC at the Fleet Commander's Readiness Council (FCRC).

You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment.
You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
May be required to successfully complete a 1-year SES probationary period.
Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs).
TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
TQ 1. Expert knowledge of military missions, force organization, and operations, with strategic-planning expertise and experience leading large organizations and integrating enterprise resources and processes to improve effectiveness and reduce costs.
TQ 2. Superior leadership and communication skills, with expertise in program oversight, financial and procurement matters, and organizational and behavioral management.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.
There are five ECQs:
ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

This position is in the Senior Executive Service (SES), a small elite group of top government leaders. SES members possess a diverse portfolio of experiences including strong skills to lead across organizations. As an executive, you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants.
Veteran's preference does not apply to the Senior Executive Service.
This position is not covered by the Department of Defense Priority Placement Program.
A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.

The Department/Agency structures its SES positions into categories (i.e. tiers) to determine the pay range for each position. The categories are based on the position scope, breadth, functions, and placement within the structure of organizational levels across the Department/Agency.
Organizational and geographical mobility is essential in developing and managing SES leaders.
