Responsibilities You will serve as Technical Director and Technical Advisor, providing broad guidance on all matters dealing with communications security (COMSEC), cryptographic operations, products, and services, and Public Key Infrastructure (PKI). You will serve as the Subject Matter Expert for emerging programs that impact the COMSEC enterprise and for legacy systems and devices vital to secure telecommunications, networks, and weapons systems. You will support global COMSEC/PKI operations and capabilities for the command and Department of the Navy and the US Coast Guard as the Technical Director of Naval Communications Security Material System (NCMS). You will provide authoritative expertise on matters related to supporting COMSEC/PKI, create innovative technical solutions to difficult and complex problems, and integrate technical policies. You will analyze complex technical problems impacting COMSEC missions and integrates recommendations into plans of action that enhance the command's ability to support and manage the Department of the Navy's COMSEC mission. You will provide supervision to ensure the technical work throughout the organization supports the mission. You will develop plans for, manage, and schedule work for a mixed workforce comprised of civilian and military personnel. Requirements Conditions of Employment Qualifications Individual Occupational Requirements Education Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. OR Experience: Specialized Experience (for positions above GS-5): Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. In addition to meeting the individual occupational requirement, your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GG/GS-13) or pay band in the Federal service or equivalent experience in the private or public sector, such as: Performs technical, administrative and management tasks that involves supervision of other subordinate managers or supervisors or direction of units, functions, or projects that may be staffed by civilian or military personnel, and serves as the Rating Officer and Higher Level Reviewer, as directed. This position is designated as a DOD Cyber Workforce Framework position, with the work role of 752 - Cyber Policy and Strategy Planner, proficient level Advanced. As a condition of employment, the incumbent of the position is required to obtain and maintain qualification in accordance with DoDM 8140.03 Cyber Workforce Qualification and Management Program, and supporting Department of Navy policies. This designation requires the incumbent to: 1. Obtain the foundational qualification within nine months and the residential qualification within 12 months of appointment and maintain those credentials as described in DoDM 8140.03 for DCWF work role and proficiency level as documented on the coding sheet. An annual 20 hour minimum of Cyber Workforce related continuous professional development must be documented and completed in a current individual development plan signed by both the employee and supervisor.
