Summary This position is located in Office of Nuclear Material Safety and Safeguards, Division of Guidance, Rulemaking, Economic Analysis, and Technical Editing, Rulemaking Project Branches. This position is not subject to security ownership restriction reporting requirements. Responsibilities The successful candidate will perform the full range of duties. The candidate will provide independent and administrative, analytical, and technical support for the NRC's rulemaking program by conducting reviews of regulatory documents to ensure accuracy, completeness, clarity, technical and policy alignment. Such duties include but are not limited to: Supporting or executing all aspects of rulemaking support program operations: document preparation, review, editing and publication; project planning; tracking and reporting; concurrence, communications and training; and contract administration Assists NRC personnel in preparing amendments to NRC regulations to ensure compliance with applicable statutes, Executive Orders, and other regulations and to ensure clarity in organization and style. Assists in the preparation of amendments to NRC rules for Commission or Executive Director for Operations (EDO) approval, as well as other documents for publication in the Federal Register. Assists in the development of and communicates administrative procedures for the review, approval and publication of Federal Register notices. Assists with document processing in ADAMS. GG-07: Specialized Experience: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GG-05 grade level in the Federal service obtained in either the private or public sector performing the following @type of work and/or tasks: experience assisting with preparing, reviewing, or organizing regulatory or program documents; maintaining records in systems such as ADAMS, eConcurrence, or SharePoint; and supporting basic workflow tracking or meeting coordination in accordance with established procedures. OR Education: Completion of 1 full year of graduate (18 semester hours) level education that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. GG-09: Specialized Experience: Your must have one year of specialized experience equivalent to at least the GG-07 grade level in the Federal service obtained in either the private or public sector performing the following @type of work and/or tasks: experience performing administrative and analytical support for rulemaking activities, including independently preparing and organizing regulatory documents, maintaining records in ADAMS/eConcurrence, coordinating meetings, and conducting basic research to support rule development; as well as experience demonstrating the ability to learn how to draft policies, regulations, and reports. OR Education: Completion of a Master's or equivalent graduate degree or two (2) full years (36 semester hours) of progressively higher-level graduate education leading to such a degree, such education must demonstrate the knowledge, skills, and abilities necessary to do the work or LL.B. or J.D., if related. OR Combination: Equivalent combinations of education and experience are qualifying for all grade levels and positions for which both education and experience are acceptable. When combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify. GG-11 Specialized Experience: You must have one year of specialized experience equivalent to the GG-9 grade level. Specialized experience at this level is defined as experience performing advanced administrative, analytical, and technical support for rulemaking, including independently reviewing regulatory documents for accuracy and policy alignment, managing documentation workflows, synthesizing meeting discussions, and providing guidance on procedural requirements; as well as general experience drafting policies, regulations, or reports. Education: Successfully completed three (3) years of progressively higher-level graduate education leading to a Ph.D. degree, or Ph.D., or equivalent doctoral degree in the related field of the position to be filled. Demonstrated ability to plan, organize and perform a variety of program and project management functions and activities involving competing priorities and deadlines. Demonstrated ability to establish effective working relationships with individuals at all levels, both within and outside the office, to achieve cooperation and consensus among parties with different views, goals and objectives.
