Description/Job Summary
Lindahl Reed is seeking an experienced and detail-oriented Construction Inspector (CI) to provide full-time, independent construction inspection and quality assurance services in support of the U.S. Coast Guard (USCG) Yard Utility Energy Service Contract (UESC) in Baltimore, Maryland. The UESC is a design-build project valued at approximately $87 million, awarded to Baltimore Gas and Electric (BGE) in partnership with Ameresco, encompassing nine Energy Conservation Measures (ECMs) across the USCG Yard campus.
The CI will serve as Lindahl Reed's on-site quality assurance representative, providing continuous, independent inspection and surveillance across all active construction and installation activities to verify that the Energy Service Company (ESCO) and its subcontractors meet technical specifications, approved design documents, safety protocols, and Coast Guard standards. The work spans multiple disciplines, including mechanical, electrical, civil, structural, and utility infrastructure systems.
Position Responsibilities
Performed onsite construction inspection & quality assurance
Prepare and maintain accurate daily inspection reports, field logs, photographic documentation, and materials testing records
Document contractor quality control activities and verify three-phase inspection process compliance
Track submittal review status, RFI responses, and non-conformance reports
Prepare periodic inspection summaries and contribute to monthly progress reports for government and program management review
Participate in design review meetings, pre-construction conferences, and progress meetings
Monitor contractor compliance with the approved Accident Prevention Plan (APP) and site safety requirements
Required Qualifications, Skills, and Experience:
Minimum of 10 years of experience in construction inspection, quality control, or facilities contract management, with demonstrated experience on large-scale energy infrastructure or industrial facility projects involving electrical, mechanical, or related systems; candidates may qualify as either an experienced tradesperson or a registered Engineer or Architect.
Demonstrated experience on federal construction projects, including familiarity with federal contracting requirements, quality assurance surveillance plans (QASPs), and Government oversight procedures.
Extensive, hands-on quality assurance (QA) experience in the State of Maryland is required, along with knowledge of local trade capabilities and expertise in managing multiple trades and contracts; must have a strong background as a client technical representative overseeing both supervision and QA/QC duties.
Energy Infrastructure Knowledge: Familiarity with mechanical and electrical systems typical of large industrial or energy projects, including boilers, steam distribution, HVAC equipment, geothermal systems, electrical distribution, battery energy storage systems (BESS), solar PV, microgrid controls, and compressed air systems.
Must possess a relevant certification or license, such as a Professional Engineer (PE) license or ICC certification; must be well-versed in federal, state, and local building codes (NEC, IBC, IMC, ASME, NFPA, ASHRAE). Current OSHA 10-Hour or 30-Hour Construction certification is required.
Must have demonstrated proficiency using Procore for project management, including daily reporting, deficiency tracking, submittal management, and photographic documentation.
Strong written communication skills with the ability to prepare clear, accurate inspection reports and correspondence
Must be able to see, hear, walk, drive, climb, reach, stoop, bend, and lift up to 50 pounds. Must be physically capable of traversing active construction sites that include unstable footing, steps, rough terrain, adverse weather, heights, ladders, roofs, and enclosed spaces.
Must be a U.S. citizen and able to obtain and maintain required government site access credentials
Preferred Qualifications:
Professional Engineer (PE) license in Maryland or reciprocal state.
ICC Commercial Building Inspector or equivalent multi-discipline inspection certification.
OSHA 30-Hour Construction certification.
Experience with UESC, ESPC, or similar energy performance contracting design-build programs.
Familiarity with geothermal ground-source systems, Battery Energy Storage Systems (BESS), and distributed generation / microgrid commissioning.
Experience with USACE Construction Quality Management (CQM) for Contractors or Government QA programs.
Knowledge of Buy American Act (BAA) and Trade Agreements Act (TAA) procurement compliance.
Familiarity with USCG, DHS, or other federal agency facility standards and security protocols.
