This position, located in the Office of Statewide Health Improvement Initiatives (OSHII), coordinates and manages grants for the Cannabis and Substance Use Prevention (CSUP) program and the Statewide Health Improvement Partnership (SHIP). Although the role may focus primarily on one grant program, Grants Managers are cross trained across both CSUP and SHIP to ensure consistent grant administration, provide cross-coverage, and maintain continuity as program needs, staffing, and funding evolve.
CSUP supports community-based cannabis and substance use prevention efforts, while SHIP advances community-driven policy, systems, and environmental (PSE) strategies that promote healthy eating, physical activity, commercial tobacco prevention, and well-being. This position is part of OSHII's Community Initiatives Unit and works closely with local public health and other agency staff involved in prevention.
Key responsibilities include:
Providing consultation, guidance, technical assistance, and support to local public health partners.
Administering grants for local public health agencies.
Coordinating with OSHII staff to ensure partners have access to technical assistance.
Building and maintaining respectful, authentic relationships with local public health partners and collaborators to reduce disparities among populations disproportionately affected by cannabis and substance use.
Collecting, monitoring, and managing evaluation data, including ensuring data quality and supporting data use for quality improvement.
Additional duties include contract administration, financial analysis, coordinating contract and amendment drafting and review, contributing to policy and procedure development, and supporting coordination across programs. The role also includes recommending service withholding or corrective action in cases of non-compliance.
In accordance with HR/LR Policy #1422 Telework, this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota further than 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state.
Minimum Qualifications

Three (3) years of experience in public health program administration, community-based prevention, or related grant-funded program coordination.
Experience must include each of the following:
Experience applying public health principles related to cannabis and/or substance use prevention and reduction.
Experience designing, implementing, or improving programs within a community health or prevention framework.
Experience monitoring or evaluating community-based grants, including reviewing workplans, budgets, or progress reports.
Experience assessing or coordinating training and technical assistance needs of grantees or community partners.
Minimum qualifications to be assessed at interview:
Strong verbal and written communication skills sufficient to adapt complex information for both technical and non-technical audiences.
Ability to build and maintain collaborative working relationships with diverse partners.
Ability to facilitate problem-solving, decision-making, and effective discussions among stakeholders.
Ability to independently manage workload, priorities, and multiple projects with limited supervision.
Education Equivalencies:
A degree in public health, community health, health promotion, social and behavioral sciences, or related fields may substitute for required experience as follows:
A related associate degree may substitute for six (6) months of experience.
A related bachelor's degree may substitute for twelve (12) months of experience.
A related master's degree may substitute for eighteen (18) months of experience.
A related doctorate degree may substitute for twenty-four (24) months of experience.
Preferred Qualifications
Demonstrated success administering or coordinating complex public health or community-based grant programs, including fiscal monitoring, compliance review, and partner support.
Experience working with local public health agencies, Tribal Nations, or community-based organizations, especially in cannabis, substance use, or other prevention-focused initiatives.
Demonstrated ability to apply health equity principles, including working effectively with populations disproportionately affected by cannabis and substance use.
Experience conducting or supporting program evaluation, including developing logic models, monitoring implementation data, and using data for continuous quality improvement.
Excellent ability to communicate and collaborate across multidisciplinary teams, including evaluators, TA providers, fiscal staff, community partners, and leadership, with a track record of supporting shared problem-solving and coordinated responses.
