Summary This position serves as the Shared Service Unit (SSU) ER/LR Chief responsible for providing employee relations, labor relations, performance management, work life, reasonable accommodations, suitability, worker's compensation, training and development and/or other special programs to a large, highly customized and innovative, complex, multi-mission VISN and its subordinate facilities. Responsibilities This is a Detail/Temporary Promotion NTE 120 days but may be extended or made permanent without further competition. Responsible for implementation of an effective program in the following program areas: employee relations, labor relations, performance management, work life, reasonable accommodations, worker's compensation, training and development and/or other special programs. Develops guidance, procedures and standards for new and/or changing program areas to maximize personnel management support. Analyzes and evaluates program execution in VISN activities; recognizes problem areas; and originates solutions to complex and unusual issues. Identifies and integrates internal and external HR program issues affecting the immediate organization, such as those involving advising on employee and labor relations considerations. Integrates the work of the SSU, Employee and Labor Relation Sections where each may contribute a portion of the analyses, facts, information, proposed actions or recommendations. Provides leadership in developing, implementing, evaluating and improving HR processes and procedures to monitor the effectiveness, efficiency and productivity of the SSU. Frequently interprets regulations, applies new methods to resolve complex and/or intricate, controversial, or unprecedented issues and problems, and resolves conflicts that arise from the staff or the customer. Directs, coordinates and oversees the work of subordinate supervisors and employees within the VISN SSU. Assures reasonable equity among subordinates of both performance standards and rating techniques developed by subordinate supervisors. Responsible for developing and overseeing services that provide the widest range of flexibility for comprehensive employee and labor relation services. Oversees and collaborates with subordinate supervisors to provide authoritative management advisory services including defining issues, determining applicable precedents, laws, or regulations, identifying the most effective approach, and validating the correctness and propriety of the actions taken. Analyzes information, develops solutions, prepares analytical reports and presents findings and recommendations to appropriate management officials for corrective actions or program changes. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/14/2026. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-14 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-12 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Experience and skill in applying laws, Executive Orders, regulations, polices, collective bargaining agreements, concepts, and various HR policies, practices, procedures, and management controls of the employee and labor relations functions in a regionalized operation sufficient to: provide comprehensive employee and labor relations services; coordinate with and advise supervisors and managers on technical issues involving disciplinary actions, adverse actions; and all other relevant corrective actions; drafting formal notices compliant with regulations and procedures. OR Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-13 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Plans work and carries out activities to manage employee/labor relations for an integrated healthcare network; responsible for Employee Relations/Labor Relations, Reasonable Accommodation, Performance Management, and Drug-free Workplace for the Network; possess the ability to interpret and apply pertinent regulations and policies pertaining to the VA Human Resources ERLR programs; provides technical guidance, information, and assistance to management and senior leadership officials on sensitive, serious, and controversial employee labor relations issues regarding employees in a wide variety of occupations, including Title 5 General Schedule (GS) and Wage Grade (WG), administrative and clinical, and Title 38, with substantial differences in working conditions, entitlement, and occupational practices and policies; serves as subject matter expert regarding policies and procedures pertaining to Disciplinary Appeals Boards (DAB), Office of Whistleblower and Accountability Protection (OWAP), Office of Inspector General (OIG), Federal Labor Relations Authority (FLRA), Merit Systems Protection Board (MSPB), and Equal Employment Opportunity Commission (EEOC), among others.
