Summary The Chief of the Strategic Engagements and Development Office leads Agency-wide Safety and Mission Assurance communications, knowledge sharing, and training initiatives. The position directs civil servants and contractor teams, manages policies and workflows, oversees development of multimedia and learning products, and advances mission-focused engagement that strengthens SMA expertise across NASA. Responsibilities Sets strategic direction for the office, establishes priorities, and aligns office initiatives with NASA Safety Center and Office of Safety and Mission Assurance (OSMA) mission objectives. Oversees development and execution of SMA communications, knowledge management, training programs, multimedia products, and engagement activities. Provides supervision and leadership for civil servants and contractor personnel; assigns work; evaluates performance; and fosters technical and organizational excellence. Develops and manages policies, procedures, schedules, and workflows to support OSMA's learning, communication, and knowledge sharing programs. Coordinates efforts across OSMA, NSC, Centers, and external partners to ensure consistent implementation of SMA training, communications, and knowledge initiatives. Provides authoritative guidance and decisions related to planning, coordination, and resolution of critical issues involving products, communications, and training services. Manages office resources, project schedules, contractor work, and budget activities to ensure timely and effective delivery of products and services. Identifies workforce development and training needs and ensures implementation of appropriate learning opportunities for office personnel. Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees. Requirements Conditions of Employment Qualifications Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Leading technical or program teams in the delivery of SMA communications, training, knowledge management tools, or safety related products and services across an organization; Developing and implementing policies, procedures, strategic plans, or operational frameworks that support enterprise level safety, communication, learning, or knowledge sharing programs; Managing projects or resources-including monitoring contractor performance, coordinating cross organizational activities, evaluating costs, and ensuring alignment with long term mission objectives.
