SFAPD dedicates endless energy toward enhancing public safety, seeking victim restoration and accountability, providing structured and evidence-based supervision, all on the behalf of the Superior Court of San Francisco.
Under the administrative direction of the Deputy Director of Prevention and Restorative Services, this project provides strategic leadership, operational oversight, program development, and systems coordination for the Reentry Division of the San Francisco Adult Probation Department (SFAPD). The project leads complex Citywide reentry initiatives, develops and implements new programs and service-delivery models, strengthens community and interagency partnerships, and ensures high-quality operations supporting justice-involved individuals.
The project oversees key functional areas including Reentry Services, Women's Gender Responsive Services, and the Reentry Council, while supporting the integration of pretrial services and other emerging departmental priorities. The position requires extensive leadership and managerial expertise, advanced program design and implementation skills, and the ability to resolve complex operational, personnel, policy, and stakeholder issues requiring significant independent judgment.
The project maintains an active presence in the community and works closely with City departments, justice-system partners, community-based organizations, policymakers, and other stakeholders. It also monitors and assesses legislative, regulatory, and policy developments affecting probation, reentry, pretrial services, and justice-involved populations and provides recommendations regarding departmental impacts and implementation.
Working non-traditional hours, that might include evening and weekends.
Examples of Essential Duties
Manages complex programs, operational activities, and strategic projects, ensuring alignment with departmental priorities, timelines, performance expectations, and measurable outcomes.
Develops, designs, and implements new programs and initiatives in response to emerging departmental, legislative, operational, and community needs, including establishing program models, implementation strategies, performance measures, and accountability structures.
Provides leadership and managerial oversight to staff; supervises, trains, coaches, and evaluates personnel; coordinates consultants and contractors; and resolves complex personnel, operational, and programmatic issues.
Works with executive leadership, managers, and staff to develop and implement goals, policies, procedures, and strategies for the Reentry Division and related departmental operations.
Manages highly sensitive and confidential records and/or information related to justice-involved individuals, departmental operations, personnel, programs, and partner agencies, ensuring appropriate access, handling, disclosure, and safeguarding in accordance with applicable laws, policies, and confidentiality requirements.
Leads systems improvement and organizational change efforts, identifying service gaps, operational barriers, and opportunities to strengthen coordination across reentry, pretrial, violence response, gender-responsive, behavioral health, and substance-use services.
Maintains an active leadership presence in the community and develops strategic partnerships with community-based organizations, justice-system partners, City departments, service providers, advocacy organizations, and other stakeholders.
Monitors and analyzes local, state, and federal legislation, regulations, and policy developments affecting probation, reentry, pretrial services, public safety, and justice-involved populations and recommends appropriate departmental responses and implementation strategies.
Participates in budget development, resource allocation, contract oversight, and financial monitoring; develops justification for new programs, initiatives, and investments.
Leads the resolution of complex and sensitive issues involving multiple agencies, stakeholders, competing priorities, or significant organizational impacts, developing solutions and recommendations for executive leadership.
Develops and implements operational policies, collaborative workflows, interagency practices, and performance standards necessary to improve efficiency, accountability, service integration, and program outcomes.
Represents the Department before the Mayor's Office, Board of Supervisors, Controller's Office, Superior Court, other City departments, community organizations, policymakers, and the public on significant reentry and justice-system matters.
Provides high-level strategic and programmatic recommendations to the Deputy Director, and Chief Probation Officer on matters having significant impact on Adult Probation Department operations, partner agencies, pretrial services, community-based organizations, and Citywide reentry and realignment systems.
Exercises substantial independent judgment in addressing emerging or unprecedented issues, translating policy and community needs into actionable programs, operational strategies, and sustainable systems.
Qualifications
Possession of a baccalaureate degree from an accredited college or university AND
Three (3) years full-time equivalent experience performing professional level work in Reentry Services.
Substitution
May substitute up to 2 years of education for Bachelor of Art degrees with additional years of experience.
Knowledge, Skills, Abilities:
Knowledge of: management and administrative techniques applicable to operations in the area assigned; State and Federal regulations appropriate to unit; budget development and administration; and personnel administration.
Ability to: manage, administer and/or coordinate a complex operational section; plan, coordinate and direct work of subordinates and consultants/contractors; analyze and report upon operating conditions and problems; recommend appropriate solutions; deal tactfully and effectively with personnel at all levels and the general public; conduct analysis of operations and development plans as required; prepare and present comprehensive reports.
Desirable Qualifications:
The following stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
2 years of supervisory experience.
Master's degree in Social Services, Public Administration, Business Administration, or a closely related field.
3 years of public sector experience in the provision of reentry related services for criminal justice involved individuals.
Experience with working in pretrial services delivery, operations, and administration.
Experience working in community development in areas that have been most impacted by substance abuse and/or the criminal justice system.
Experience developing recover and housing programs.
Contract development and compliance experience.
Selection Procedures
The selection process will include evaluation of applications in relation to minimum requirements and assessment of candidates' job-related knowledge, skills and abilities. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to evaluate candidate qualifications. This typically includes an oral interview and/or a written or performance exercise.
If this becomes necessary, only those applicants whose qualifications most closely meet the Department needs will be invited to continue in the selection process. Applicants meeting the minimum requirements are not guaranteed advancement in the selection process.
