Summary This position is located within the Projects section of the Engineering Department for the Central Virginia VA Health Care System (CVHCS) located in Richmond, VA. The position performs all major duties to support and maintain the Interior Design Program for the Central Virginia Health Care System (CVHCS) to include all satellite and leased spaces. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Duties may include, but are not limited to the following: Provides complete from concept to installation interior design services for the facility (including all satellite and other leased facilities). Performs or manages work related to interior design and aesthetics to ensure an optimal healing environment. Provides plans, consultation, advice, specifications, and designs for virtually all spaces involved in new construction and/or renovation. Reviews Architect/Engineer submittals for compliance with VA regulations and design criteria to ensure cohesiveness with the facility Interior Design Plan. Acts a technical representative for design and finish specification matters such as; furnishings, floor coverings, upholstery, wall treatment, window coverings, wall protection, lighting, privacy curtains, casework, hardware, interior and exterior signage, etc. Influences design of new construction from conception using an in-depth knowledge of use requirements and availability of furnishings to fulfill these requirements. Ensures that appropriately designed color schemes are formulated for all construction and renovation projects. Originates orders for furnishings, window treatments, patient cubicle curtains, floor coverings, wall art, ambient lighting and all other interior design related accoutrements. Selects items based upon patient, visitors and staff needs, VA design standards, General Services Administration (GSA) contract sources and available resources. Utilizes an annual interior design budget in recurring funds and budgeting projects that may involve millions of dollars in non-recurring funds. Maintains and interior design file system that includes drawings, specifications, budgets, project information, government contracts, requests for interior design services and regulations pertaining to interior design. Performs other related duties as assigned. Qualifications To qualify for this position at the GS-11 level you must meet one of the following: SPECIALIZED EXPERIENCE: Have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal service that has given me the particular knowledge, skills and abilities required to successfully perform the duties of an Interior Designer, and that is typically in or related to the work of the position to be filled. Specialized experience is experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: (1) Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment; (2) Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings; (3) Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public; (4) Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior @context; (5) Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR SUBSITUTION OF EDUCATION FOR EXPERIENCE: Have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. with a major study in interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passed the National Council for Interior Design Qualification (NCIDQ) examination. This education must have been obtained at an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of the Interior Designer position. OR COMBINATION OF EXPERIENCE AND EDUCATION: Have an equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of the Interior Designer position.
