The Senior Director of Talent Management and Development partners closely with the organization's performance management function to integrate performance data, insights, and identify development needs into talent management, learning, leadership development, and workforce development strategies, while fostering a culture of continuous learning, and ensuring the workforce is equipped to meet the organization's current and future needs. This position will also be responsible for developing and implementing strategies that enhance employee satisfaction, motivation, and overall development within the organization. The incumbent leads the creation of innovative learning solutions, oversees leadership development, executive coaching learning and development evaluation, helps improve retention, productivity, and organizational performance, and aligns training initiatives with the strategic goals of the organization. By driving organizational learning, performance management and engagement, this position enhances employee learning and development, supports career progression, and ensures the long-term success and adaptability of the organization.
Responsibilities include but may not be limited to:
Incorporating performance evaluation data and trends, spearheading employee retention initiatives, and supervising the training and development programs across the agency.
Develop and implement learning and development strategies that enhance employee retention and reduce turnover within the agency using current agency data and trends.
Collaborate with internal DHS leadership, HR teams, and external agencies or groups to provide support, insight, and best practices on talent management strategy and topics that have a statewide impact.
Lead and manage staff by hiring, onboarding, developing, coaching and retaining engaged and productive employees.
Manage financial and contractual resources to support division's fiscal responsibility.

Minimum Qualifications

Demonstrated leadership experience: Leadership experience can include:
Experience as a supervisor, leadworker, team lead, project lead;
Completion of a State of Minnesota leadership program (e.g. ELI, L4);
A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
1+ year of experience identifying issues, goals and strategic actions
100+ hours per year time commitment
AND
Five (5) years of combined employee engagement and talent management/strategy experience.
Experience should include at least 3 of the following:
Strategic Planning
Change management
Workforce planning
Succession planning
Performance management
Data analysis
Continuous improvement
Learning & Development
Experience must also demonstrate:
Experience developing positive working relationships with people from multiple backgrounds and perspectives.
Experience in managing team members and engaging in performance management-based conversations.
Understanding of adult learning models.
Ability to prioritize projects and initiatives by aligning people and resources to meet the needs and strategies of the organization.
Experience creating plans, as well as identifying and analyzing data to measure improvement or evaluate successes.
Preferred Qualifications
Experience in facilitating employee orientations and trainings.
Experience establishing ongoing feedback structures with customers or community to inform organizational strategies and decisions.
Knowledge of State government functions and organization.
Variety of experiences working effectively with others from different backgrounds and cultures.
