We are looking for a Family Planning Administrator for the Child & Family Health Division of the Health Policy Office (HPO) !
The Child and Family Health Division of HPO is responsible for the administration and performance of family, maternal and child health service and programs for Medicaid and CHP+ members. Staff within the Division are responsible for stakeholder relations, policy development and implementation, contract management and performance, program administration and overall Medicaid and CHP+ program performance. The Division plays an important role in working toward HCPF's mission to improve access to cost-effective, quality health care services for Coloradans.

We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Description of Job
What You'll Be Doing as Family Planning Administrator:
Serves as lead administrator for Family Planning and Reproductive Health benefits, responsible for the administration, oversight, implementation, and ongoing management of the Department's Family Planning and Reproductive Health benefits.
Primary subject matter expert for Family Planning benefits, including Family Planning Expansion programs, sexually transmitted infection (STI/STD) services, state-funded reproductive health benefits, and abortion services following implementation.
Ensures benefits are administered effectively, efficiently, and in compliance with federal and state requirements through policy implementation, operational oversight, stakeholder engagement, systems coordination, provider support, billing guidance, regulatory compliance, and benefit monitoring.
Identifies and resolves policy and operational issues, develops provider and stakeholder communications, updates billing manuals and guidance documents, and collaborates with Department staff, state agencies, providers, community organizations, and federal partners to ensure successful program administration.
Uses expertise in federal and state authorities governing assigned benefits, including State Plan Amendments (SPAs), Code of Colorado Regulations (CCR), Code of Federal Regulations (CFR), and other applicable statutes, regulations, and guidance.
Ensures compliance with state requirements and supports the effective administration of Family Planning Benefits, including Expansion programs, abortion services, STI/STD benefits, and other state-funded reproductive health programs.
Oversees implementation, monitoring, and ongoing administration of Family Planning Expansion, Reproductive Health Benefits, and abortion services.
Develops, interprets, and operationalizes policy related to assigned benefits.
Coordinates with internal and external stakeholders including CDPHE, CMS, providers, contractors, advocates, and community-based organizations.
Works closely with benefit, systems, eligibility, fiscal, and communications staff to ensure successful benefit administration.
Develops and updates provider communications, billing manuals, operational guidance, and training materials.
Monitors utilization identifies operational or compliance concerns and develops corrective actions.
Anticipates implementation challenges and prepares the Department to meet legislative, regulatory, operational, and federal requirements.
Represents the Department internally and externally on assigned reproductive health benefit programs.
Executes work for both federally matched and state-only funded programs, which require time tracking.

Six (6) total years of professional experience in health care administration, public health, public policy, or an occupational field closely related.
Option 2:
Education and Experience:
Bachelor's degree from an accredited institution in Health Care Administration, Business Administration, or a related field
AND
Two (2) total years of professional experience in health care administration, public health, public policy, or an occupational field closely related.
Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:
An associates will count as two years of experience
A bachelors will count as four years of experience
A masters degree will count for six years of experience
A doctorate or juris doctorate degree will count for seven years of experience

Preferred Qualifications

Professional experience in:
Policy administration, interpretation, and implementation, particularly with state/local governments related to health care

Conditions of Employment
