GENERAL DESCRIPTION:
Join Our Team as an Assurance Technician - Based in Cheyenne, Wyoming
Are you passionate about quality, safety, and making a real impact on transportation infrastructure? We're looking for a dedicated Independent Assurance Technician to oversee Independent Assurance (IA) across a significant portion of Wyoming. In this pivotal role, you'll evaluate testing technicians, oversee materials sampling and testing, and provide hands-on training in the field. Your work will directly support the delivery of a safe, high-quality, and efficient transportation system across the state.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.
Evaluates certified technicians performing acceptance testing, including WYDOT personnel, contractors, and consultants, in the performance of test procedures in each area of certification in which they are testing
Independently communicates with field offices to monitor project schedules and progress, tracking construction activities to determine when work is occurring
Travels weekly to job sites to evaluate technicians testing aggregate, asphalt, concrete, plant mix pavement, and other materials
Conducts split sampling with technicians and observes on-site testing procedures to verify both contractor and WYDOT field test results
Transports split samples to the Central Laboratory for testing and comparison of results to ensure the project sampling and testing is valid
Observes field testing technicians performing materials tests at project sites and verifies practices are in compliance with testing procedures
Provides assistance and training to field testing technicians on field testing procedures
Serves as a member of the Materials Testing Manual committee and gives recommendations for changes to the manual
Assists in providing instruction at materials testing training seminars in the Materials Laboratory and with the Wyoming Materials Tester Technician Certification Seminars
Cleans, maintains, repairs, and calibrates testing equipment
Makes recommendations for supplies needed/inventory, and equipment maintenance
Qualifications
PREFERENCES:
Preference may be given to applicants who have a Wyoming Materials Technician Certification in Soils and Aggregate, Asphalt Cement, Portland Cement, and/or an American Concrete Institute (ACI) Concrete Field Testing Technician Level 1 Certification.
KNOWLEDGE:
Knowledge of testing procedures
Knowledge of testing equipment operation and maintenance
Knowledge of specifications, policies, and procedures
Knowledge of materials characteristics
Knowledge of construction practices
Knowledge of laboratory safety
Knowledge and skills in the evaluation of materials and direction of work activities
Skills in written and oral communication and computer use
Ability to evaluate test results, give recommendations, and direct activities
Ability to adjust to changing schedules, procedures, and policies
MINIMUM QUALIFICATIONS:
Education:
Associate's Degree (typically in Civil and Environmental Engineering)
Experience:
0-2 years of progressive work experience (Transportation occupational group and Laboratory) with acquired knowledge at the level of a Field Data Collection and Lab Analysis Technician
OR
Education & Experience Substitution:
2-4 years of progressive work experience (typically in a Transportation occupational group and Laboratory) with acquired knowledge at the level of a Field Data Collection and Lab Analysis Technician

Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
Ability to stand for long periods
Ability to travel throughout the State of Wyoming to various construction projects
Ability to lift at least 50 lbs.

Qualifying Reasons
Acceptance of a permanent full-time non-exempt/exempt position posted for public recruitment

Current employees accepting a promotional opportunity - recruitment must have been opened to the public
One year of service to WYDOT must be completed; failure to complete this requirement will forfeit the hiring incentive; funds will be recouped from final pay.
Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
Employees would only be eligible for one (1) hiring bonus in a 12 month period.
If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
