Siemens Smart Infrastructure is seeking a Senior Manager, Quality Operations & Product Test for our PACS facility in Wendell, NC. This on-site leader will own five critical quality gates across incoming materials, end-of-line functional testing, and customer acceptance for complex electrical and electromechanical products.
This is a greenfield quality-operations leadership opportunity. You will build teams, processes, qualification standards, data routines, and escalation mechanisms from the ground up, especially for incoming goods inspection. You will lead four technical teams and own the facility-wide customer Factory Acceptance Test operating model. The successful candidate will combine people leadership, sound quality judgment, technical credibility, data discipline, and the ability to establish scalable operating systems.

You will make an impact by:
Building and leading the incoming goods inspection quality-control team, including receipt-to-release workflows, risk-based inspection plans, acceptance criteria, nonconforming-material containment, supplier feedback loops, traceability, and escalation.
Leading end-of-line functional testing for medium-voltage circuit breaker retrofit products, with safe execution, qualified personnel, controlled procedures, complete records, and disciplined product release.
Leading end-of-line functional testing for low-voltage motor control center aftermarket buckets, including standard work, test capacity, defect capture, troubleshooting escalation, and release readiness.
Leading end-of-line functional testing for protection and automation control panels, including test readiness, results review, documentation completeness, issue closure, and product release recommendation.
Owning the facility customer Factory Acceptance Test program, coordinating people, product readiness, documentation, customer communication, issue resolution, and a professional customer experience.
Creating the operating model for four teams, including organization design, staffing, frontline leadership, onboarding, qualification, skills matrices, capacity planning, daily management, performance expectations, coaching, and development.
Establishing and reviewing KPIs such as incoming acceptance, first-pass yield, test completion, defect trends, rework drivers, documentation accuracy, issue aging, qualification progress, and corrective-action closure.
Partnering with Quality, Production, Engineering, Procurement, Supplier Quality, Warehouse and Logistics, Product Management, Order Management, and Customer Service to resolve issues at the source.
Ensuring compliance with safety requirements, quality-management processes, drawings, specifications, test procedures, calibration controls, customer requirements, and record-retention expectations.
Driving structured problem solving, CAPA, audit readiness, digital data capture, continuous improvement, and scalable processes that support facility growth.

Basic Qualifications
Bachelor's degree in Engineering, Engineering Technology, Quality, Industrial Technology, Operations, or a related field, or equivalent practical experience where permitted by job architecture.
8+ years of experience in manufacturing quality, production test, inspection, technical operations, electrical equipment, electromechanical manufacturing, or a closely related environment.
4+ years of direct people-leadership experience managing supervisors, technical leads, testers, technicians, inspectors, quality personnel, or production teams.
Experience with at least three of the following: incoming inspection, end-of-line functional testing, final inspection, product release, supplier quality, nonconforming material, customer FAT, or manufacturing quality systems.
Demonstrated experience building or materially improving a team, process, quality gate, or operating system, including staffing, standard work, training, KPIs, escalation, and accountability.
Ability to interpret and lead work involving technical drawings, schematics, specifications, test plans, inspection criteria, and customer requirements.
Experience using quality and operational data to prioritize risk and drive corrective action.
Ability to work on-site in Wendell, NC and support flexible hours when production or FAT schedules require it.
Preferred Knowledge, Skills, Education, and Experience
Experience with MV circuit breakers, LV MCCs, protection and automation panels, switchgear, relays, industrial control panels, or comparable power-distribution equipment.
Experience standing up an incoming inspection function, including sampling strategy, inspection methods, material disposition, supplier escalation, and warehouse integration.
Experience planning or leading customer FATs for engineered-to-order electrical equipment.
Working knowledge of ISO 9001, NCR/MRB, RCA/CAPA, 8D, supplier corrective action, calibration, internal audits, Lean, and structured problem solving.
Experience with ERP, MES or QMS platforms, Power BI, Excel, digital test records, or electronic inspection data.
ASQ, Lean Six Sigma, or comparable quality or continuous-improvement certification.
What success looks like in this position
Incoming goods inspection is launched with approved scope, staffed roles, documented acceptance criteria, traceable records, clear disposition authority, and effective supplier escalation.
All three end-of-line test organizations operate with qualified people, controlled procedures, reliable equipment, complete records, visible capacity, and consistent release discipline.
The four teams have clear leadership, role expectations, training paths, skills matrices, daily-management routines, and measurable goals.
Customer FATs are planned early, professionally executed, supported by ready products and accurate documentation, and closed with timely issue ownership.
Quality and test data is accurate, accessible, and converted into decisions, risk reduction, corrective actions, and process improvements.
Recurring defects and delays decline because cross-functional teams address root causes rather than repeatedly containing symptoms.
The organization scales without compromising safety, quality, compliance, documentation, or customer confidence.
