The Iowa Department of Inspections, Appeals, & Licensing (DIAL) is seeking a highly motivated, skilled, solution-oriented, and enthusiastic leader to join our regulatory department and serve as Bureau Chief (Public Service Manager 2) within our Health and Safety Division.

DIAL is a multifaceted regulatory agency charged with protecting the health, safety, and well-being of Iowans. DIAL includes eight divisions: Administrative Hearings, Building & Construction, Health & Safety, Investigations, Labor/OSHA, Licensing, Workers' Compensation, and Administration.
This position serves as the Bureau Chief of the Acute and Continuing Care Bureau. This leader will supervise the managers and administrative staff within the Acute and Continuing Care Bureau as well as the complaint unit. Additionally, they will ensure acute and continuing care complaints are investigated timely and that recertification survey requirements are met according to federal and state regulations. They will also maintain all certifications required to complete surveys and communicate best practices to the survey team through regular Bureau meetings. Analytical abilities are required as this person will maintain an operational dashboard for the Acute and Continuing Care and Long - Term Care Bureaus to demonstrate progress towards meeting federal and departmental goals.

What You'll Do
You will be an integral member of our Health & Safety leadership team, providing direct leadership to the Acute and Continuing Care bureau in supporting the agency's operations by:
Supervising bureau personnel, including hiring, promotion, termination, discipline, work assignments, evaluation, professional development, relationship management, and mentoring.
Ensuring the department's compliance with applicable State laws related to procurement human resources, and IT services.
Analyzing operational concerns and implement timely, effective and economical solutions.
Implementing metrics to allow for data-driven decision-making.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
2) Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
3) All of the following (a and b):
a. Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
