Job Description:
L3Harris is currently seeking Cost Account Managers to support a range of software and hardware development, assembly, integration, and test efforts within the Spectrum Superiority sector. Spectrum Superiority programs design, manufacture, and provide operations and sustainment for resilient communications, telemetry, and electronic attack systems supporting a variety of ISR, Communications, and Networking customers. This position will be based in Salt Lake City, Utah.
Essential Functions:
Responsible for managing cost, schedule, and performance for assigned control accounts across one or more programs, ranging from $50M-$750M
Develops, maintains, and analyzes Control Account Plans (CAPs), budgets, Estimates at Complete (EACs), and forecast data in alignment with program objectives
Partners with Program Management, Finance, Scheduling, and engineering IPT Leads to ensure accurate planning, baseline management, and execution of program scope
Reviews control account performance, identifies cost and schedule variances, assesses root causes, and drives corrective actions to improve execution
Leads monthly EVMS reporting for assigned control accounts including status collection, earned value updates, variance analysis, EAC development, and preparation of Contract Performance Reports and internal management reviews
Monitors labor, material, subcontract, and other direct cost performance against plan and recommends adjustments as needed
Identifies, tracks, mitigates, and manages program risks and opportunities that may impact cost, schedule, or technical performance
Supports change management activities, including baseline change requests and coordination of approvals for changes to technical, cost, and schedule baselines
Ensures control account activities are compliant with EVMS guidelines and supports DCMA-surveilled program requirements where applicable
Communicates program financial and execution status clearly to leadership and cross-functional stakeholders to support timely, data-driven decisions
Participates in cross-functional teams and continuous improvement efforts to improve planning, execution, and reporting rigor
Must have ability and willingness to work in a collaborative team environment on quick reaction projects and will have regular contact with internal and external customers
Experience as a Cost Account Manager (CAM) on development, production, or integration programs
Experience with Earned Value Management Systems (EVMS), cost performance analysis, EACs, forecasting, and variance analysis
Experience with a variety of tools such as: Cobra, Open Plan, Primavera P6, Microsoft Project, SAP, Costpoint, Oracle, Power BI, Tableau, Codex, etc.
Demonstrated success managing control account performance and delivering accurate forecasts within an EVMS environment
Experience with Integrated Baseline Reviews (IBRs), Baseline Changes Requests (BCRs), IMS integraton and Schedule Risk Assessments (SRAs), CPI/SPI analyses, rolling-wave planning and Work Authorization Documents (WADs)
Experience partnering with Program Management, Engineering, Finance, and Scheduling to support integrated program execution
Strong analytical skills with demonstrated ability to make informed decisions quickly and effectively under pressure
Experience with risk and opportunity management and corrective action planning
Experience supporting multi-discipline programs across multiple locations in a matrixed environment
Experience with software, hardware, integration, and/or test programs
Ability to communicate effectively with technical, financial, and executive leadership teams
Qualifications:
Bachelor's Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
Preferred Additional Skills:
Familiarity with resilient communications, telemetry communications, electronic attack, and/or network systems
Experience with DCMA-surveilled programs and higher-rigor EVMS environments
Experience with government contract acquisition lifecycle
Experience with management of design-to-cost activities
Experience with program pursuit and proposal activities
Experience with operations and/or manufacturing activities
Experience in Root Cause Corrective Action process and techniques
Program Management Institute - PMP certification desired
An active Secret or Top Secret US DoD clearance or the ability to obtain a US DoD clearance
