Summary This position is located within a Veterans Health Administration (VHA) Medical Center (VAMC) at the Department of Veterans Affairs (VA).The primary purpose of the Ambulatory Care Operations Director-Group Practice Manager (ACOD-GPM) is to provide oversight and administrative management of all ambulatory care services in the VAMC and related Community Based Outpatient Clinics (CBOCs) as it relates to access to care as applicable. Responsibilities Duties to include, but may not limited to the following: Direct and oversee ambulatory care operations, clinic practice management, and access tocare across the medical center and CBOCs Analyze operational, access, quality, workload, and performance data to improve efficiencyand patient outcomes. Supervise, evaluate, mentor, and develop subordinate supervisors and staff. Develop strategic plans, policies, business plans, and process improvement initiativessupporting ambulatory care. Prepare and manage budgets, staffing plans, resource allocation, and cost analyses. Coordinate with executive leadership, VISN, VACO, clinical leaders, and externalstakeholders on access initiatives and policy implementation. Lead continuous process improvement using Lean, data analytics, scheduling optimization,and Veteran experience initiatives. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/20/2026. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, IOR Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the IOR, you may qualify based on your specialized experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Experience leading ambulatory care operations within a complex healthcare organization, including oversight of primary care, specialty care, mental health, and Community Based Outpatient Clinics (CBOCs). Demonstrated experience supervising multidisciplinary administrative teams; leading strategic planning and organizational change initiatives; improving access to care through clinic practice management, scheduling optimization, consult management, demand/capacity analysis, and performance improvement methodologies (e.g., Lean, Six Sigma). Experience analyzing complex operational and clinical data to develop executive-level recommendations, implementing performance metrics, managing budgets and resources, collaborating with executive leadership, physicians, and clinical service chiefs, and ensuring compliance with VHA, Joint Commission, and regulatory requirements. Experience with VA clinical and administrative systems (e.g., VistA, CPRS, SAIL, SPARQ, Clinic Practice Management tools) is highly desirable. Preferred Experience:Experience serving as a Group Practice Manager (GPM), Health System Specialist, Administrative Officer, Practice Manager, or equivalent leadership position responsible for ambulatory care access, clinic operations, and performance management within the Veterans Health Administration.
