Supervise and develop workforce education staff.
Lead, supervise, and direct department and contracted personnel, including Customized Training Representatives, administrative associates and custom training instructors. This includes but is not limited to hiring, coaching and developing, promoting, rewarding, assigning and reviewing work, directing work, approving transfers, disciplining, suspending, discharging, and adjusting grievances to ensure that staff are skilled and able to meet work objectives.
Direct and assign job duties, manage and train employees to achieve annual work plan objectives making sure to follow labor agreement contracts.
Create and maintain employee position descriptions, recommend salary placement, and establish work tasks. Hire personnel according to the institutions' s personnel guidelines.
Encourage training, approve development opportunities, and promote leadership in professional committees and associations for program staff.
Evaluate and reward employee performance.
Lead staff meetings and coordinate staff activities while maintaining regular communication with staff through 1:1 and team meetings.
Authorize time sheets and leave requests.
Perform all supervisory tasks in accordance with established Minnesota State Colleges and Universities policies and procedures.

Provide strategic leadership of responsive workforce training and development.
Plan new programs that respond to workforce needs, support and enhance non-credit programs, and generate revenue for the department and the college. Lead and direct program development, delivery, and evaluation.
Research, recommend, anddevelopstackable credentials thatcreateclear transitions from non-credit to credit programs that add collateral credentials to credit programs, and support post-graduate continuing education certifications.
Develop micro-credential pathways, with support from the academic deans and faculty, which offer industry-valued knowledge and skills.
Developandmanagecomplex,multi-sourcebudgetsinalignmentwithinstitutional priorities and financial goals.
Identify and pursue grant opportunities to support Riverland Community College and the CTCE department initiatives and support program sustainability.
Implement Federal, State, Minnesota State, and Riverland policies and regulations related to and/or affecting the CTCE department.
Oversee the recruitment, selection, and evaluation of faculty, instructors, and contractors to ensure instructional excellence and relevance.

$38.33 - $55.93 / $81,077.00 - $116,782.00
Minimum Qualifications
Minimum of four (4) years work experience OR a bachelor's degree and three (3) years work experience in workforce development, training, sales management, or a related field OR an equivalent combination of education and experience. A master's degree may substitute for 18-months of experience; a bachelor's degree may substitute for 12 months of experience; and an associate's degree may substitute for 6-months of experience. The degree must be within any of the following disciplines: Workforce Development, Human Resources, Training and Development, Organizational Development, Business Administration, Education, Organizational Leadership, Sales Management, or related.
Demonstrated history of sales growth, budget management, and continuous improvement
Demonstrated ability to work effectively across all divisions of an institution, with specific strength in partnering with Academic Affairs
Demonstrated success in building and maintaining partnerships and relationships across various industries and community stakeholder groups
Outstanding organizational and communications skills (both verbal and written)
Knowledge of State and Federal workforce development systems and related programs
Preferred Qualification
Master's Degree from an accredited institution. The degree must be within any of the following disciplines: Workforce Development, Human Resources, Training and Development, Organizational Development, Business Administration, Education, Organizational Leadership, Sales Management, or related.
Five (5) years experience in managing and supervising professional level personnel
Experience with the development of traditional and non-traditional career pathways that reflect local workforce needs and align with educational pathways
Experience with grant writing and/or grant management experience
Experience with administering union contracts
Bilingual/multilingual fluent in Spanish, Karen, Karenni, Somali, Pohnpeian, French, Nuer, Anuak, or other languages that reflect our student body, workforce, and communities.
Demonstrated experience working with multicultural and underserved populations.
