Summary About the Position: This position will serve as a Contract Price/Cost Analyst within the Pricing Division, Mission Operations Directorate. Management may select at either the GS-11 or GS-12 grade level. Responsibilities Determine admissibility of proposed cost elements for fixed price and cost @type contracts. Recommend cost limitations to be imposed based on the reasonableness of profit or fee. Provide recommendations to the Contracting Officer for negotiating adjustments of the contract price. Evaluate contractor's financial data to determine need for government financing. Administer advance or progress payments to minimize risk to the government. Serve as Field Pricing Specialist. Maintain contact with representatives of contractors and various Defense Department Administrative and Audit Agencies. Determine final profit based on incentive contract sharing provision stated in the contract. Negotiate settlement agreements. And GS-11 Specialized Experience: One year of specialized experience which includes: 1) Working with various contract @types; 2) Analyzing cost/financial data contained in proposed contracts; AND 3) Developing cost breakdowns to determine price reasonableness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: natural sciences, social sciences, languages and humanities, communications, education, engineering and technology, business, computers and math, healthcare. GS-11 Education can be substituted for experience. GS-11: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). GS-12 Specialized Experience: One year of specialized experience which includes: 1) Performing price/cost analysis of proposed contracts; 2) Preparing price recommendations to negotiate contracts; AND 3) Analyzing contractor's estimated proposal costs for reasonableness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
