Summary This temporary detail opportunity announcement is for the Supervisory Health System Specialist at the San Francisco VA Health Care System. The Supervisory Health System Specialist serves as the Executive Assistant to the Director and serves as an advisor to the Medical Center Director, supporting the Health Care delivery of services to Veterans. This detail is temporary, not to exceed 120 days and is not eligible for temporary promotion. Responsibilities The Executive Assistant to the Director exercises full delegation staff responsibility to supervise, direct, coach and oversee subordinates within Employee Engagement, VA System Wide Communication, Community Engagement, and Administration. Identifies and recommends priorities for required funds, personnel, services, supplies, and equipment. Structures organization to optimize use of resources and maximize efficiency and effectiveness. Evaluates requirements for additional resources submitted by subordinates, and balances organization needs with overall mission requirements and SFVAMC resource interests. Plans and organizes manpower and equipment into an effective and economical organization; determines and plans work to be accomplished by employees. Set priorities and prepares schedules for completion of work. Makes assignments based on priorities; employees specialized skills, knowledge, capabilities and the difficulty and requirement of assignments. Ensures timely performance of a satisfactory amount and quality of work. Reviews work products and accept, amend, or reject the work. Analyzes administrative and clinical delivery systems in order to develop strategic focus for management team decisions. Develops, evaluates, and adjusts organizational structures and management systems to accomplish implementing a comprehensive health care delivery system. Identifies need for change in priorities and takes independent effective and timely action to implement such changes. Initiates changes to policies, programs and systems based upon evaluation to improve quality, effectiveness and efficiency of policies and programs. Incumbent establishes and implements both long and short term plans and standards for the delivery of care. Evaluates and responds to VHA policy program initiatives in order to ensure cost-effective strategies are implemented to effectively manage patient care. Incumbent analyzes and evaluates medical care and leadership training to provide guidance and recommendations on medical systems and programs to the senior leadership, reviews proposed I programs and procedures/interventions and ensure compliance with VHA policies, Quality standards, Health Insurance Portability and Accountability Act (HIPAA) regulations and requirements, and regulations. Performs analysis of current and projected medical center health care needs and services to determine their effectiveness; possible health care delivery alternatives; and develops recommendations for the implementation of new programs to meet identified needs. Develops, establishes, and monitors business initiatives and business plans, demand projection/modeling for the optimal health care delivery plan, efficiency evaluation and coordination of mission assignments, deletions, or modifications, resource sharing, and other programs as deemed appropriate. Identifies and takes independent action on strategic business initiatives and implements methods, processes and procedures to support the Medical Center Director. Assists in the identification of potential new business processes, recapture opportunities or initiatives. Acts as direct liaison with the senior regional VISN staff, UCSF, NCIRE departments, and other agencies and groups. Participates in the development, analysis and implementation of both the long and short term policies and plans for integrating the health care delivery system, giving special expert attention to the standards and requirements of various regulatory and accrediting bodies and to the impact of internal policies on outside entities.
