Summary You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Contracting Division D, Contracts Department of NAVSURFWARCENDLD. This position is part of the Warfare Centers Personnel Demonstration Project. The full performance level of NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14. Responsibilities You will serve as a senior contract specialist responsible for a variety of pre-award and post-award functions involving specialized procurements. You will analyze requirements to assist in development of acquisition requests, recommend revisions to the statement of work or specifications as necessary, and recommend contract strategy. You will develop objectives in terms of competition and price range and construct the contractual vehicle including use of pricing arrangements, subcontracting possibilities, set asides, and similar considerations. You will take a proactive role in the development of a sound acquisition strategy to meet the customer requirements within established milestones. You will evaluate proposals for compliance with specifications and applicable clauses to determine responsiveness and responsibility. You will negotiate settlements for changes, issue delivery orders, assess liquidated or actual damages for non-performance, develop cure notices, recommend terminations or conveniences, and issue termination notices and negotiation settlements. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying a wide range of professional contracting methods to carry out pre-award and/or post-award procurement actions. Examples of qualifying experience include: (1) executing and managing cradle-to-grave acquisitions for supplies and services; (2) developing acquisition strategies and solicitations; (3) conducting market research and source selections and administering contracts and purchase orders; (4) advising program offices on Federal procurement requirements. The full performance level of NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14. The salary range shown in the announcement represents all of the positions within the band, including GS-14 equivalent (high grade) positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $158,322). This position is covered by the Department of Defense Priority Placement Program.
