Summary The position is located in the Division of Nursing Operations in the Directorate of the Office of the Nurse Executives located at the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago, Illinois, West Campus. Responsibilities Duties includes: Independently provides technical advice and assistance on pay and leave matters to employees, supervisors, and other management officials and services. Responsible for accurately setting up, posting and maintaining all Personnel and Accounting Integrated Data (PAID) time and leave records for each Nursing Divisions employee on a biweekly pay cycle. This includes entry of all regular time, overtime (OT), compensatory time earned and used (CTE/CTU) as well as other @types of leave. Maintain an accurate, current and approved computerized tour of duty/work schedule database for each T &L unit. Responds to questions from employees concerning the application of pay, leave, and benefit policies and procedures explaining the rationale behind the procedures and solutions to pay and leave problems. Provides orientation to the Time and Leave System to all new or detailed Nurse Managers. Review the bi-weekly exception reports and notifying the T&L supervisors, or Nurse Managers of needed leave requests. Receives incoming telephone calls, gives information and takes messages. Exercises good judgement in determining priority and importance of calls and determines any need for immediate action. Assists with updating of Procedure Manual, Administrative Manual and Special Procedures Makes corrections for final distribution and sends to reproduction, then out to the units to be put in their manuals. Maintains files of completed certified time schedules for each T &L unit. Keeps T &L Unit supervisors informed as to the leave status of employees assigned to T &L Unit. Maintains official files in accordance with procedures outlined in the Records Control Schedule. Computer knowledge including a thorough knowledge of DHCP and PAID with an understanding of how the computer processes/computers time and leave data input, advanced knowledge of personal computers and the various Microsoft Suites (Excel and Microsoft Word). Knowledge of an automated data system such as VISTA, DHCP, PEV, and Defense Finance and Accounting Service (DFAS) to input a range of standard information or adjustments, understand recurring error reports and take corrective action, and generate a variety of standard reports. Knowledge of VA VAMC, and service administrative and clerical policies and procedures to create, format, and proofread documents; reproduce and distribute materials; and maintain files. Knowledge and skill in the use of computer equipment with a variety of software such as Word, Outlook, and VHA databases to complete day-to-day assignments.
