Controller
Accounting Department
SUMMARY:
The Controller, with responsibility for accounting, audit and payroll expertise, supervises a team of Accounting Managers, an Accountant, and a Payroll/Accounts Payable Supervisor. This role includes developing and executing strategies and standards related to accounting policy, financial reporting, general ledger maintenance, audit, payroll, and financial systems and controls. The Controller will manage the monthly, quarterly, and annual accounting close processes, ensuring compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) pronouncements, Code of Federal Regulations Title 2 Grants and Agreements, as well as coordinate the preparation of financial statements and filings. Additionally, this position conducts ad hoc financial analyses, works with the team to develop internal controls, and oversees audits to preserve the organization's assets.
JOB DUTIES:

-Ensures the timely and accurate recording of all financial transactions by the County and ensures compliance with financial policies by financial agents of other departments.
-Prepares timely filing of financial information in compliance with Generally Accepted Accounting Principles, Governmental Accounting Standards Board (GASB) principles, Code of Federal Regulations Title 2 Grants and Agreements local, state, federal and professional guidelines and County policies.
-Maintains the integrity of the chart of accounts and approves new general ledger accounts and funds.
-Reviews current programs and systems to maintain the highest level of efficiency in transaction recording and financial management. Recommends and implements improvements.
-Completes specialized finance and accounting projects.
-Reviews, develops and audits internal controls and fiscal procedures to ensure the safety of all county assets.
-Coordinates the financial accounting functions such as Payroll, Accounts Payable, Accounts Receivable, Grant Accounting, Cashiering, and their integration into the general ledger.
-Participates in professional organizations such as the Government Finance Officers Association (GFOA) and Colorado Government Finance Officers Association (CGFOA), to ensure continuing personal development as a leader and expert in accounting and business processes for the County.
Provides financial information as requested by the Finance Director from the County Manager or Board of County Commissioners.
-Plans and coordinates the annual audit. Reviews and proofs audit work papers and reconciles reports.
-Seeks outside counsel on federal and state taxes (sales tax, payroll tax, etc.) as needed, to ensure compliance with tax laws and regulations.
-Reviews new GASB pronouncements and modify the accounting framework to implement required changes.
-Implements new or revised procedures in order to comply with Generally Accepted Accounting Principles (GAAP) or County policies and programs.
QUALIFICATIONS:
Education and Experience
Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education:
-Bachelor's degree in Finance, Accounting, Business Administration, or related field required.
Experience:
-Minimum of 10 years of progressively responsible experience in financial analysis in a management position in Finance or Financial Analysis.
Licenses and Certificates:
-Depending on the assignment, a valid license to drive a vehicle in Colorado and a safe driving record may be required at the time of appointment and throughout employment.
-The position requires a certification as a certified public accountant (CPA) or other equivalent certificate.
OTHER REQUIREMENTS:
-Background checks may be required.
WORK LOCATION REQUIREMENTS:
This position is based in Colorado. The selected candidate must be located in Colorado and available for regular in-office work as required by the position.
