Summary This position leads the Payroll Quality Assurance Team, within the Financial Payroll Service (FPS) at the Financial Services Center (FSC), Department of Veterans Affairs (VA). The incumbent provides program management oversight for nation-wide Payroll planning and operations while ensuring VA's multi-billion-dollar payroll is reported and recorded timely and accurately. Performs advisory duties associated with the management and control of resources or funds within the FPS. Responsibilities Major Duties: Achieves quality assurance operational objectives by contributing information and analysis to strategic plans and reviews; preparing and completing action plans; evaluating production, quality, and customer-service standards. Plans, organizes, and directs the operations of the Quality Assurance Team in collecting, analyzing, and summarizing information in the evaluation of Payroll Services. Provides expert advice on the interpretation of financial regulations and the impact of new legislation or program initiatives. Supervises the work of section employees to troubleshoot system problems and provide solutions. Prepares quality documentation and reports by analyzing, and summarizing information and trends including failed processes, corrective actions, and re-validations. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/07/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.
