Job Summary
The Alternate Facility Security Officer (AFSO) and Operations Support Manager (OSM) is responsible for managing all aspects of the National Industrial Security Program (NISP) and ensuring compliance with U.S. Government security requirements for classified contracts as well as contract operational support and compliance oversight. The AFSO/OSM will develop, implement, and oversee security policies, procedures, and training to protect classified and sensitive information, personnel, and facilities as well as ensure employee fleet compliance and other operational tasks as requested.
Primary Job Functions
· Serve as a point of contact for security matters related to classified government contracts.
· Implement and manage compliance with the National Industrial Security Program Operating Manual (NISPOM), Intelligence Community Directives (ICDs), and other applicable government regulations.
· Maintain and oversee the company's security clearance processes, including personnel security clearances (PCLs) and facility clearance (FCL) requirements.
· Manage and maintain security records, including visit requests, personnel security files, and classified information handling.
· Conduct security training and briefings for employees, including initial, refresher, and specialized training as required.
· Develop and implement security policies and standard operating procedures (SOPs) to safeguard classified information.
· Coordinate with Defense Counterintelligence and Security Agency (DCSA) and other government agencies for security audits, inspections, and reporting.
· Investigate and report security violations, incidents, and suspicious activities in compliance with government requirements.
· Manage the use of security systems, including access control, classified document control, and security incident reporting.
· Ensure compliance with insider threat program requirements and participate in continuous monitoring efforts.
· Assist with contract security requirements and ensure compliance with DD Form 254 and contractual obligations.
· Stay current on changes to security regulations, policies, and best practices.
Additional Job functions:
Manage all aspects of the fleet program to ensure safe, compliant, and cost-effective fleet operations across the account.
Vehicle & Driver Management: Oversee driver onboarding and support, maintain vehicle registrations and inspections, coordinate vehicle replacements/rentals, manage fuel cards and telematics devices, and ensure DriverCare training compliance.
Compliance & Operational Oversight: Maintain fleet records, conduct fleet audits, monitor driver risk and safety metrics, review and approve repair requests, and ensure adherence to fleet policies, standards, and regulatory requirements.
Financial & Program Administration: Manage fleet budgets and cost reviews, track variances and replacement planning, administer fleet management platforms (Wheels, DriverCare, Geotab), and lead fleet reporting, meetings, and issue escalation activities.
Perform additional operational and administrative responsibilities as assigned to support account objectives and business needs.
Assume other duties and responsibilities as required to ensure continuity of operations and successful service delivery.

Working Conditions
This position requires occasional travel for security inspections, audits, or training.
The role may involve handling classified information and working in secure areas.
Knowledge, Skills, and Abilities
· In-depth knowledge of NISPOM, DCSA policies, and government security regulations.
· Strong organizational, communication, and problem-solving skills.
· Ability to manage multiple security projects and deadlines in a fast-paced environment.
· Knowledge of Special Access Programs (SAP) or Sensitive Compartmented Information (SCI) security procedures.
· Familiarity with insider threat programs and counterintelligence awareness.
