The MNIT DCT team provides essential IT support for a wide range of healthcare services, including mental health, substance abuse treatment, and support for individuals with developmental disabilities. You will play a crucial role in ensuring that the technology needs of DCT are met, enabling them to deliver high-quality care and treatment services to Minnesotans in need.

This position with Minnesota IT Services (MNIT), partnering with Direct Care and Treatment (DCT), is responsible for planning, coordinating, and delivering complex information technology initiatives that support DCT's technology strategy and business priorities. As an IT Project/Product Manager, you will manage projects, facilitate product delivery, or perform a combination of both while partnering with technical teams, business stakeholders, and vendors to deliver technology solutions that enhance business operations and user experiences.
The incumbent is responsible for managing initiatives throughout the delivery lifecycle using Waterfall, Agile, and hybrid methodologies. This role applies project and product management principles to manage scope, schedule, risks, issues, stakeholder communications, and change while ensuring the successful delivery of technology solutions that align with organizational goals and business priorities.
This position requires an employee to work onsite at 3200 Labore Road, Vadnais Heights, Minnesota at least 50% [or more or less if space limitations remain] of the time, with limited telework available. Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligibility depends on residence:
Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%.

Information Technology Specialist 3 Level:
Position requires a minimum of three (3) years of experience managing or coordinating information technology (IT) projects, products, or technology initiatives.
Experience must include:
Applying project management practices to plan, coordinate, and deliver information technology (IT) projects, products, or technology initiatives, including scope, schedule, risk, issue, change, and stakeholder management.
Coordinating or supporting the delivery of information technology (IT) projects or technology initiatives using Waterfall, Agile, and hybrid methodologies.
Using project, product, or work management tools (e.g., Planview, Microsoft Project, Jira, Azure DevOps, Sciforma, ServiceNow, SharePoint, or similar tools) to plan, coordinate, track, or report on IT projects or technology initiatives.
Collaborating with software developers, infrastructure teams, system administrators, architects, business stakeholders, vendors, or other technical partners to deliver technology solutions.
Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
Customer-focused approach grounded in active listening, empathy, and solution-oriented problem solving.
Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months.
Information Technology Specialist 4 Level:
Position requires a minimum of four (4) years of experience managing or coordinating information technology (IT) projects, products, or technology initiatives.
Experience must include:
Applying project management practices to plan, coordinate, and deliver information technology (IT) projects, products, or technology initiatives, including scope, schedule, risk, issue, change, and stakeholder management.
Coordinating or supporting the delivery of information technology (IT) projects or technology initiatives using Waterfall, Agile, and hybrid methodologies.
Using project, product, or work management tools (e.g., Planview, Microsoft Project, Jira, Azure DevOps, Sciforma, ServiceNow, SharePoint, or similar tools) to plan, coordinate, track, or report on IT projects or technology initiatives.

Strongly Preferred Qualifications
Experience managing or supporting IT initiatives involving healthcare, behavioral health, direct care, or other highly regulated environments.
Experience working with electronic health record (EHR/EMR) systems or healthcare technology platforms and supporting technologies.
Experience serving as a technical lead, project lead, Scrum Master, or mentor by coordinating work, guiding team members, or facilitating successful project or product delivery.
Preferred Qualifications
Experience managing IT projects or products within a public sector or government environment.
Experience coordinating work across cross-functional teams, stakeholders, vendors, or business partners in a matrixed environment.
Experience working in Waterfall, Agile, and hybrid delivery environments.
Scrum Master, PMP, PMI-ACP, Certified ScrumMaster (CSM), or other relevant project management or Agile certification.
