Help OPPD stay informed, prepared, and connected on the legislative and policy issues that affect public power and the communities we serve.

OPPD is seeking a highly organized, thoughtful, and dependable professional to support our government affairs, strategic engagement, and community outreach efforts. In this role, you will monitor legislative activity, research policy issues, prepare clear and timely communications, coordinate important meetings and events, and help keep the department's day-to-day operations running smoothly.

What You'll Do

Legislative and policy research

Monitor local and state legislative calendars, hearings, committee activity, and other policy developments.

Conduct secondary research on legislative, regulatory, policy, and strategic topics.

Prepare analytical summaries and timely updates that help senior staff understand emerging issues and potential impacts.

Strategic engagement and community support

Assist with planning and logistics for legislative conferences, public meetings, community outreach events, and stakeholder visits.

Coordinate internal and external engagements, including congressional tours and other high-visibility activities.

Support occasional travel to OPPD's Lincoln, Nebraska, office.

Content and communication development

Draft memos, letters, talking points, fact sheets, presentations, and other materials supporting federal, state, and local government affairs.

Help ensure departmental communications are clear, consistent, accurate, and aligned with organizational priorities.

Translate detailed legislative or policy information into practical, understandable materials for leaders and stakeholders.

Administrative and operational support

Manage departmental records and support scheduling and coordination across multiple teams.

Provide reliable administrative assistance that keeps daily operations organized and responsive.

Apply sound judgment, manage routine responsibilities independently, and collaborate effectively with colleagues across OPPD.

Process, compliance, and financial reporting

Coordinate travel arrangements and process expense reports and invoices.

Support state and federal lobbying disclosure requirements and other compliance filings.

Serve as the department's primary budget coordinator, helping ensure timely processing and financial accountability.

Metrics, reporting, and representation

Track departmental metrics, including official inquiries and engagement activity.

Prepare straightforward dashboards, reports, and status updates.

Occasionally represent the department at community or association meetings.

We're Looking for Someone Who

Can independently manage multiple responsibilities with accuracy, efficiency, and consistent follow-through.

Demonstrates strong research, writing, communication, and organizational skills.

Uses sound judgment when working with sensitive, detailed, or time-sensitive information.

Can review legislative bills, municipal ordinances, regulatory materials, and other complex documents and summarize the most important information.

Builds effective working relationships with colleagues, leaders, public officials, community partners, and external stakeholders.

Can successfully perform the essential responsibilities of the position with or without reasonable accommodation.

Holds a valid driver's license and can operate company vehicles when needed.

Preferred Qualifications

Experience working in a state or municipal government environment.

Professional or research experience involving state legislative bills, municipal ordinances, or other legal and regulatory documents.

Experience supporting government affairs, public policy, community relations, legislative, regulatory, or public-sector work.

Position Details

Salary/Wage info: $51.65/hour

Bargaining unit: Local 1483

Travel: Occasional travel, including travel to Lincoln, Nebraska
