JOB SUMMARY:Provides expert level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower level staff.

JOB SPECIFIC DUTIES:**Under limited supervision, administer the Department's Utility Preconstruction activities, utility construction adjustment/relocation work, utility encroachment permit operations, utility estimates, verification and processing of cost estimates, analysis of utility and highway construction plans, and preparation of justification for change orders. Provide assistance to other Utilities Office personnel as well as internal and external customers. In the absence of the District Utilities Engineer, direct daily activities of the Utilities Office.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.
STATE ENTRY QUALIFICATIONS:
· Bachelor's degree in a related field and Two years of related experience OR Associate's degree in a related field and Three years of related experience OR One year of experience at position equivalent.

AGENCY MINIMUM QUALIFICATIONS:**
· Experience with utility companies in the design, construction or maintenance of roadway projects.
· Advanced level training and experience in applying sound engineering principles regarding transportation projects
· Experienced in reading and understanding project plans and specifications.
· Experience leading/supervising others
· Demonstrated good leadership skills with the ability to motivate and guide others toward accomplishments of office/departmental goals.
· Demonstrated ability to negotiate effectively with external and internal customers to reach agreements complying with all applicable standards and policies.

· Experienced in Microstation or related design software and Microsoft Office applications.
· Knowledge and experience dealing with projects that include utility relocations and stage construction.
