Job Summary:

Leads and assists in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. Serves as assistant office head to professionals providing professional support in one or more areas listed.

Primary Duties and Responsibilities:

· Lead and manage the Physical and Chemical Testing and Testing Management Branches.

· Monitor and direct the quality assurance and certification programs including AASHTO resources and ASTM Cement and Concrete Reference Laboratory (CCRL) for the assigned branches.

· Establish priorities, procedures, guidelines, and policies related to the testing of various roadway construction materials.

· Oversees the New Products Evaluation Committee and the National Transportation Evaluation Program (NTPEP) for raised pavement markers while maintaining a high-level of coordination with internal and external partners including Maintenance, Design, Construction, and ATSSA.

· Utilize automated performance metrics to systematically monitor deliverables.

· Provides leadership to subordinate managers and staff.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.

Entry Qualifications:

· Associate degree in a related field managerial or supervisory role; OR

· One (1) year at the lower-level Mgr. 2, Transport Specialist (TRM031) or position equivalent.

Agency Specific Qualifications:

· Experience in management and direction of professional and technical staff in a material testing and laboratory environment.

· Knowledge of construction materials testing practices, test methods, and specifications.

· Experience in reviewing and incorporating new state and federal laws, regulations, standards, specifications, and technical developments pertaining to a program area.

· Experience in recommending policies and procedures which support the Department's overall mission, strategic goals, and objectives.

· Experience in improving efficiency of operations through revisions of current policies and incorporating innovative methods, procedures, and equipment.

· Knowledge and experience in developing project/program schedules, allocating resources, and identifying resource needs.

· Ability to effectively communicate changes in policies and procedures to staff to ensure consistent interpretation and application.

· Possess the ability to negotiate acceptable solutions.

· Must be self-motivated and results oriented.

· Ability to effectively manage multiple priorities in a timely manner.

· Possess strong written and oral communication skills with the ability to express ideas and facts to groups and individuals effectively.

· Familiar with related technological developments and able to integrate new technology to manage and improve program effectiveness.

· Committed to providing quality customer service.

Agency Preferred Qualifications:

· Completion of a four-year degree from an accredited college or university in civil engineering or civil engineering technology

· A minimum of 3 years' experience managing an accredited materials testing laboratory

· Extensive knowledge of federal regulations concerning quality assurance procedures for construction testing

· Experience developing and/or implementing short- and long-term organizational change and motivating others to reach goals.

· Experience in identifying training needs and developing, implementing, and conducting training.

· Ability to prepare and deliver presentations to staff, executive management, and/or industry organizations

Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee's favor, he or she will be allowed to compete.
