Summary This position is established in the Department Veterans Affairs (VA), Veterans Benefits Administration (VBA), Office of Human Capital Services (HCS), Office of Staff Operations (OSO) Division, at HRC Jackson. The position is responsible for supporting the operations of the HRC, which is responsible for rendering recruitment and staffing services for the purpose of filling General Schedule Title 5 and Wage Grade positions throughout VBA which services all human resource needs within its purview. Responsibilities Typical duties include, but are not limited to: Serves as the Concur Travel Administrator (CGE) and Administrative Officer for the Government Travel Card Program. Continually monitors and evaluates the effectiveness of the administrative program. Monitors and analyzes active accounts monthly for transaction authorization, posting, misuse, override, and delinquency. Provides guidance to management for the development and maintenance of policy directives, program objectives, and administrative concepts related to the training and travel program for managers and employees. Disseminates information concerning opportunities internal and external agency training, forthcoming Government sponsored conferences and symposia, mandatory annual training, and various other training courses. Provides information on number of personnel in attendance in various @types of courses, both internal and external attendance to other federal agencies. Serves as Historical Report Analyst; sustains up-to-date knowledge of VA and OTM policies to ensure organization's compliance with rules and regulations relating to a variety of programs, processes, and audits. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/22/2026. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-12 position you must have served 52 weeks at the GS-11. If you are a current VBA employee requesting a reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-12 (or higher) and the promotion potential of your current position must be at least GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11, in the normal line of progression for the occupation in the organization. Specialized experience would typically include, but not limited to: Coordinating and monitoring the functions of administrative services within an office; Assisting with human resources functions to help support organizational operations; Coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); accurately preparing timecards for submission and processing; managing and balancing financial aspects of general fund control points and purchase procedures; Compiling information and preparing administrative reports for briefings; Providing advice and assistance to managers and staff concerning agency personnel processes and procedures; Assisting with contracting functions and managing procurement Candidates must also have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities to successfully supervise subordinates/teams and to responsibly direct and supervise the administrative work necessary to manage a successful Fiscal/Administrative program area.
