The Newborn Screening Unit in the Public Health Laboratory Division at the Minnesota Department of Health is seeking a Newborn Screening Operations Supervisor to manage business operations for the Newborn Screening Program.

Responsibilities include:

Hiring, training, directing, and evaluating unit staff.

Acting as the grant application coordinator, as well as managing all phases of contract implementation.

Overseeing program purchases, service contracts, and invoices for the operations of the program.

Assisting with budgeting and financial planning.

Minimum Qualifications

Three (3) years of experience managing the administrative operations in a laboratory, public health, or medical setting which includes:

Hire, train, direct, and evaluate unit staff.

Assist with grant coordination and contract implementation.

Oversee purchasing for the unit, including managing invoices.

Assist with budgeting and financial planning.

Interpersonal and leadership skills, diplomacy, critical thinking, problem solving, and analytical ability.

AND

Leadership or supervisory experience sufficient to demonstrate the following:

Leading a team of professional staff engaged in program operations activities.

Staff coaching, mentoring, development, and team building capability.

Planning, organizing, and directing operational functions including prioritizing tasks and delegating work to ensure productivity and quality.

A related degree will substitute for experience as follows: doctorate degree may substitute for two years of experience; master's degree may substitute for 18 months of experience; bachelor's degree may substitute for one year of experience; associate's degree may substitute for six months of experience.

Preferred Qualifications

Experience managing operations for a regulated public health or medical laboratory.

Experience performing purchasing, contracts, and grant related activities at a State Agency in Minnesota

Strong written and oral communication skills in order to communicate job related information to persons of all levels in a meaningful and understandable manner

Ability to write reports, business correspondence, and procedure manuals, as well as the ability to analyze and interpret professional journals, technical procedures, and government regulations.

Certified Operations Manager (COM) or equivalent certification.

Additional Requirements

This position requires successful completion of a background check and an employment reference check.
