Summary The incumbent serves as the Facility Management Officer for the Trinka Davis Veterans Village which is a 78,000 sq. ft. facility consisting of a multi-specialty clinic and a 42 bed Community Living Center located west of Atlanta in Carrollton, Georgia. The incumbent has responsibility for Maintenance and Operations, Environmental Management, Planning/Design & Construction, the Energy Conservation Program (including GEMS). Medical Equipment Management and Safety/Industrial Hygiene Program. Responsibilities The incumbent has responsibility for Maintenance and Operations, Planning/Design & Construction, the Energy Conservation Program (include GEMS), Medical Equipment Management and Safety/Industrial Hygiene Program. The incumbent is under supervision of the Chief Engineer, Atlanta VAMC, Engineering Service. Specific problems are discussed with the Facility Site Manager for extensive and difficult assignments. However, normal, routine assignments are given with reference only to the desired results and time for accomplishment. Work is reviewed principally on the basis of the results obtained. Administrative Management/Research and Analysis Work: The incumbent research and/or analyzes problem, issues, or program requirements related to all areas of the facility and operations; provided expert analysis and advice on complex program issues; identifies issues based on operations and changing program requirements; collects relevant information from many varied sources, some of which are difficult to access; devise new analytical techniques to evaluate findings and make authoritative recommendation . She/he researches and provides technical recommendation pertaining to a wide range of national codes and standards (i.e.NFPHA, OSHA, Joint Commission, etc.) Facility Operation/Environmental Management/Engineering Advice: The incumbent is directly responsible for the safe operation of the electrical, plumbing, and HVAC systems. She/he oversees subordinate staff and work, serving as the technical authority and providing expert advice on the maintenance of the facility, structures, landscaping, biomedical systems, and safety/industrial hygiene for a campus-style facility. The incumbent is responsible and directly supervises all Engineering Service personnel at the Atlanta VAMC Trinka Davis Veterans Village Campus, which includes: (2) Maintenance Mechanic WG-10 and (2) Laborer WG-3.Budget/Financial Management Work: The incumbent provides for the budget and financial management of the Facility Operations Section. This includes budget formulation, justification, execution, and fiscal reporting. He/She provides advice to management and program personnel on budgetary and financial issues. OR Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other @type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: leading facility operations and maintenance activities in building maintenance, repair, and restoration; leading operations, maintenance and restoration on historic structures; planning maintenance activities and developing preventive maintenance programs for a park, recreational area, or similar operation. You must include hours per week worked.
