Summary This position is located with Bonneville Power Administration in Operations Regulatory Compliance and Reporting (TOII) organization, Internal Operations Management Office (TOI), Transmission System Operations (TO), Transmission Services (T). A successful candidate in the Public Utilities Specialist (OMS Lead) position will serve as the Outage Management System Administrator for Transmission System Operations to assist in planning, organizing, managing, integrating, and evaluating the OMS. Responsibilities As a Public Utilities Specialist (OMS Lead), you will be: Responsible for ITOA bug and improvement request intake management (TFS), including prioritization of requests, disposition to appropriate resource(s) and documentation of request response for reference / knowledge management. Triaging new requests and documentation. Conducting analysis and gathering requirements, managing regulatory requirements for ITOA, generating user reports / queries, data quality improvement / rules or process improvement, documenting and managing configuration changes. Responsible for ITOA access management including managing policy, process, procedures for submitting requests, managing procedures for ITOA change requests and managing and coordinating change requests. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as experience 1) administering, configuring, and maintaining specialized utility business applications, such as an Outage Management System (OMS), Integrated Tools for Operations Application (ITOA) platform, or equivalent electrical power or transmission system software; 2) managing software bug and improvement request intakes; 3) serving as a project leader or technical expert planning, coordinating, and conducting projects and analyses related to electrical power or transmission system operations. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
