The Data Analysis & implementation Planner will plan, coordinate, and carry out data analysis and evaluation work for the Aging and Adult Services Division and the Minnesota Board on Aging. It brings together data from multiple programs, manages major data projects, and creates clear reports and dashboards so staff, partners, and the public can use the information to understand program performance and support decision-making. Responsibilities include:
Provide project coordination and management for data-driven projects to help ensure the long-term sustainability, high-quality outcomes, and access to HCBS (home and community based services) programs and policies with broad applicability to internal and external stakeholders
Lead strategic data management activities with Division and Board leadership and staff to ensure coordination across data analysis and evaluation goals, challenges, and opportunities
Leads or co-lead strategic planning specific to Division and Board data-driven projects and support the Division-wide data management plan regarding the collection, analysis, storage and utilization of data to measure and report on program performance
Administer data analysis and evaluation projects and develop methods and final products to effectively communicate results to experts and to lay persons
Use current data visualization technologies to develop dashboards and other user-friendly displays of data to document older adult population trends and to track program status
Minimum Qualifications

3 years professional experience with quality assurance and quality improvement requirements, guidelines and performance measures relating to HCBS programs. Experience must include the following:
Experience using public and private data sources related to older adult populations to identify trends, analyze demographic characteristics, and support data-informed planning and decision-making
Experience applying statistical analysis methods to both quantitative and qualitative data, including the ability to conduct analyses, interpret findings, and synthesize results across multiple data sources
Knowledge of state and federally funded HCBS programs and best practices in service delivery, sufficient to analyze program data and support policy development, program evaluation, and continuous improvement efforts
Bachelor's Degree in Public Policy, Economics, Gerontology or related field may substitute for 1 year of experience OR Master's degree in Public Policy, Economics, Gerontology or related field may substitute for 2 years of experience
Preferred Qualifications
Skill in writing clear, concise materials, sufficient to communicate complex topics to diverse audiences and prepare reports, briefs, and technical documents
Skill in planning and outlining procedures for analyzing and compiling data, sufficient to support major studies and Division wide analytic projects
Skill in communication and leadership, sufficient to engage diverse stakeholders and support collaborative decision making
Variety of experiences working effectively with others from different backgrounds and/or cultures
